Call Meeting to Order:  Mayor Lennie Smith called the council meeting to order at 7:00 p.m.

Roll Call:  Terry Morrison, Ted Schultz. and Don Smith.  Absent: Carol Cerqua. Doug Weaver arrived at 7:05 p.m.
Also present: Larry Crady, Tom Simpson, and Lori Smith, city clerk.

Inquiries from the Community: An issue was made that the property in dispute has been barred by the property owner next to the area.  Also, the same citizen has a dog that is chained in the front yard that is aggressive and barking and is within about six feet of the mailboxes after school.  The city will look into a public nuisance and harassment claim of Oakland Acres citizens. Mayor will follow up with the lawyer on progress and contact the Sheriff on the dog issue. 

Will look into a special meeting with the lawyer in the next two weeks on this issue at his office and have a set of questions sent beforehand, including a status on depositions   Council will send questions to the clerk and check schedules to set up the meeting. Citizens are welcome to email questions to the clerk at oaklandacres@iowatelecom.net. 

Also discussed water discharge from a water pipe on the golf course.  Need to check with the county and DNR on the quality of the water.  Morrison will contact the DNR and Crady agreed to work with the health department.

Approval of Minutes:  Schultz moved to approve the minutes of the March 14, 2016, meeting. Smith seconded.  Ayes:  All.

Treasurer’s Report:  Weaver moved to approve the March report as submitted. Schultz seconded. Ayes:  All.

Mayor’s Opening Address and Report:  Continue to gauge any interest from members of the community in assuming the mayor position beginning January 1, 2018. Would like to provide training to "new" recruit.

Old Business                    

Property Dispute:  See above.

Grasses for the dam:  Joyce Halblom had contacted a resource to plant prairie grasses on the dam.  Will provide contact information to Lennie, and find out planting period.  If anyone would like to cut dead trees for firewood, citizens are welcome to do so, in a safe manner.

Spring Cleanup and Garage Sale Days:  Dumpsters will be available from May 6-20 and the City-wide garage sale day will be May 14. 

Easter Egg Hunt: Went well, for a damp, cool day.  Had about 20 kids at the park.

New Business

Dumpster Rules:  No tires, appliances, volatile liquids, paint (unless dried and filled with cat litter), batteries, computers, etc.  If citizens have a question on where to dispose of these items, contact the mayor.  If you need assistance getting items into the dumpster, please contact Lennie at 990-4951.  Clerk will post these rules on the dumpsters.

Mowing Ordinances:  Make sure to blow grass onto your yard, not into the street.  Yards should be kept tidy, and not too long (6" or shorter).

Roads:   Mayor Smith contacted Cessford about completing the repairs on the end of Fore Seasons Drive, and a bid for additional work.  Waiting on a call back.  Will need to monitor to ensure the streetlight by the main entrance of Oak Drive.

Council Positions:  Tabled until next month.

Parks & Recreation Committee:  Joyce Halblom will try to coordinate this committee and elect officers.

Council Report:  None.

Clerk Report:   There is an ECIC meeting at the Grinnell Steakhouse on Thursday, May 12.  Social begins at 5:30 p.m., with dinner and presentation following at 6 p.m. Council members should contact clerk by May 5 if interested in attending.

Maintenance Report:  Cleaned up dam and park.  Will need to start mowing, probably this week.  Citizens should watch for the yellow and black tractor on the roadway. Will install at least one solar light in the park before the May meeting.

Adjournment: Schultz moved to adjourn the meeting at 8:04 p.m.  Morrison seconded.  Ayes:  All.

Call Meeting to Order:  Mayor Lennie Smith called the council meeting to order at 5:30 p.m.

Roll Call:  Terry Morrison, Ted Schultz. Carol Cerqua and Don Smith. Doug Weaver arrived at 5:50 p.m.
Also present: Lori Smith, city clerk and Gil Caldwell.

Close Regular Meeting:  Schultz moved to close the council meeting. Cerqua seconded.  Ayes:  All.

Closed meeting for legal information from counsel under 21.5(1)(c) to discuss strategy in pending litigation with the city attorney.

Open Regular Meeting:

Property Dispute:  Morrison made a motion to proceed with interrogatories and motions to produce.  Weaver seconded.  Ayes:  All.

The council will be notified when the documents are sent to the plaintiff in this case.

Adjournment: Cerqua moved to adjourn the meeting at 6:40 p.m.  Weaver seconded.  Ayes:  All.
