7:00 p.m. Monday, April 8, 2019

Call Meeting to Order:  Mayor Lennie Smith called the council meeting to order at 7:00 p.m.

Roll Call:  Ted Schultz, Lisa Griffith, and Don Smith. Absent: Heath Collett and Terry Morrison.
Also present: Lori Smith, city clerk.

Inquiries from the Community:  Very wet area near the golf course pond, near the park.  Will monitor to see if it approves.  Need some gravel on the path to the golf course, and near Stocks’ house.  Also need to get a load of dirt to fill in the stumps.  Also, the snow removal person was the one who knocked over the stop sign and will replace. Will need to contact to remind him.

Approval of Minutes: Schultz moved to approve the minutes of the March 11, 2019, meeting. Smith seconded.  Ayes: All.

Treasurer’s Report:  Smith moved to approve the March report as submitted. Morrison seconded. Ayes:  All.

Mayor’s Opening Address and Report:  Thanks to those who trimmed up the brush between Minners and the golf course. Looks very nice.  If anyone needs firewood, there are several downed trees near the dam, that are available to cut up. Please DO NOT drive down to the bottom of the dam, as it is extremely wet.

Old Business

Culvert repair and curbing schedule: Morrison contacted Brian Gruhn (no reply), George Cowger (retired) and Curt Strand (no estimate yet). Lisa Griffith provided a bid for culvert repair for the bottom of Eagle Drive from Jasper Construction of $5,000.  Schultz made a motion to accept. Smith seconded. Ayes: All. Will also need to clear the culvert near Sheridans, which is packed full of sand. May be able to get this fixed now that it is thawed.  Will also have Jasper County Construction look at the culvert near Colletts, and submit a bid.

Curbing:  Schultz made a motion to accept the bid from Jasper Construction to do curbing from the existing curbing on Fore Seasons Drive on the east side to the culvert at the bottom of the hill. In addition, they would do the curbing on the west side of the road from the existing curbing down the hill, and past the culvert to 9 Fore Seasons Drive.  The total of the bid is $59,920. This does not include backfill, seeding and drainage structure at the culvert. Smith seconded. Ayes: All.

Schultz also made a motion to accept a bid from Griffith Masonry to cover the costs of the dirt work associated with the curbing project for $13,955. The brings the overall cost of the project to $73,785. Smith seconded. Ayes: All.        

Muskrats: Griffith will contact someone to eliminate the muskrat problem before the May meeting.

Dam planting maintenance: Griffith will contact the landscaper about the dam wildflower growth before the next meeting to ensure the proper maintenance.

New Business

City cleanup: Dumpsters will be set up from May 3 – May 13. May also want to landscape the area near the stop sign and at the entrance. Griffith will research and bring ideas before May’s meeting.

Lake maintenance: Mayor Smith will contact Story Ag to purchase chemicals for the lake.

Speed bumps: Need to pay an additional $50 to amount for lift gate for delivery. Schultz made a motion to add $50 to the approved amount, Griffith seconded. Ayes: All.

Possible date change for May meeting: Schultz made a motion to move the May council meeting to May 6 at 7 p.m. Smith seconded. Ayes: All.

Council Report:  Need to contact Andy Heishman to clean and empty sand containers. Will be able to use the yield post in shed for replaced stop sign.  Need to look at perhaps getting a part-time maintenance person to work on areas around the community. Clerk will look for a job description for such a position and will need to post on Facebook and at the designated posting areas. Applicants should send a letter of inquiry to the city clerk at oaklandacres@iowatelecom.net. Will post and will finalize decision at May meeting.

Clerk Report:  Clerk will check with our bank to see if we can get a debit card for the clerk to use for expenses to allow better documentation, and to eliminate the need for the clerk to use a personal card. The council agreed that this was a prudent move.

Maintenance report: See above.

Adjournment: Schultz moved to adjourn the meeting at 7:56 p.m. Smith seconded. Ayes:  All.
