Call Meeting to Order: Mayor Lennie Smith called the council
meeting to order at 7:00 p.m.
Roll Call: Barb Arthur,
Roger Fisher, Joyce Halblom and Doug Weaver were present. Absent: Ted Schultz
Also present: Lori Smith, city clerk
Inquiries from the Community: Had questions concerning restocking Oak
Lake with fish. We will look into prices this fall for doing so. May also request donations. Perhaps post on Facebook
and the Web to solicit donations.
Approval of Minutes:
Fisher
moved to approve the minutes of the July 14, 2014, meeting. Weaver seconded. Ayes:

Treasurer’s Report: Arthur moved to
approve the July report as submitted. Halblom seconded. Ayes: All.

Mayor’s Opening
Address and Report: The Mayor gave a
reminder to limit city questions to the mayor to normal business hours.
Old Business
Iowa League
Conference: Fisher
made a motion to spend up to $600 to have the mayor attend the 2014 League of
Cities conference on Sept. 24-26 in Council Bluffs. Weaver seconded. Ayes:
All.
ECIC Meeting: Weaver made a motion to pay the cost to send
both Halblom and Lennie Smith to the event on Thursday evening, August 21, at
the Newton Speedway. Fisher seconded. Ayes:
All.
Newsletter: Had several
comments on the newsletter and had a few requests for fishing permits. These permits are not needed for citizens'
use, but for their guests to use.
Tiling: Called
Earthworks, but haven't received a response. Will follow up. Smith looked at the problem areas, and some
are due to driveways sloping to the shoulder, rather than the street. Will look at costs to fix the problem. But the area at the bottom of the hill will
need to be retiled. Tabled until next month.
Siren: Sieck Electric is
still waiting for equipment tall enough to reach the siren, but Lennie will be
renting a lift in the near future, so hopefully the tornado siren will be fixed
soon.
EMS: Jasper County has officially been declared a
disaster area. Lennie will attend the
meeting in Oskaloosa on August 15 at 10 a.m., to see if we can repair the
culvert on Fore Seasons Drive and see what other
projects can be covered.
Easement and
ownership to golf course: Larry Crady contacted the Jasper County Recorder's office and it
appears that the right of way is owned by the golf course. Will continue to research the issue and
contact the owner once we find out all details.
Clerk will draft a letter for the council's review.
New Business
2014 Legislative
changes: Clerk
will email the list to the council to review at next meeting. Tabled until next month.
Abandoned
vehicle: Central Iowa
Water Association left a skid loader in a private yard for about two months,
which was determined to be an abandoned vehicle. It has since been returned.
Ordinance Review:
Reviewed
chapter 15 of the city's ordinances, which covered the mayor and council's
roles. Will review the next two chapters
for next month.
Road repair
update: Cessford placed flags
along roadway to where the road will extend.
The Cessford representative stated that trees
along the end of Fore Seasons Dr. will need to be
trimmed to allow a 14 foot clearance for the road equipment. This is also an issue for emergency
vehicles. The clerk will draft a letter
to the affected citizens to be completed by September 1, with offer of
assistance. The company is behind schedule, and the project is now slated to be
done in mid-September.
Council Report:
None.
Clerk Report: Received a check for $282.50 for a partial
refund from EMS Insurance. Also will be
receiving $390 from liquor license.
Maintenance Report:
Filled
in the holes at the park and moved the concrete from the dam. Need to fill in other holes along Eagle
Drive. Called Top Notch Tree Service to
mulch up the damaged trees by the dam to use throughout the community.

meeting of the Oakland Acres City Council is scheduled on Monday, September 8,
2014 at 7:00 p.m. at the Oakland Acres Maintenance Building.
