CITY COUNCIL MEETING MINUTES

Call Meeting to Order: Mayor Smith called the council meeting
to order at 7:00 p.m.
Roll Call: Barb Arthur, Ted
Schultz, Doug Weaver and Sarah Pfennigs were present. Joyce Halblom arrived at
7:05.
Also present: Tom Simpson, Larry Crady and Lori Smith, city clerk
Inquiries from the Community: Questioned the status on the driveway
closure by Oakridge Drive. Mayor Smith updated the council on the progress on
the issue. Will continue to pursue. If the problem continues past the court date,
it was suggested we remove the blockage, and continue to escalate the process
until the problem is resolved. Weaver
discussed a problem with the water on Sunday, August 9. Central Iowa Water Assn. said that a line was
hit on Highway 6 while installing fiber optics.
CIW flushed the line to take care of the problem.
Approval of Minutes:
Schultz moved to approve the minutes of the July
13, 2015, meeting. Weaver seconded. Ayes:
All.

Mayor’s Opening
Address and Report: Discussed sewer
hookup costs. Original intent was to
provide $1,000 incentive for two years.
That time has long passed. Arthur made a motion to discontinue the
subsidy effective 12/31/15. Schultz seconded.
Ayes: All. Announcement will be made
in September's community newsletter.
Old Business
Easement and
Ordinances: Property incident was discussed in the Mayor's
address. A reminder that cut grass
should not be blown into the street and that dogs should be under control and waster
should be picked up. Also, be sure not
to litter. There also seems to be a lot
of overhanging limbs over the roads. If
homeowners can trim up branches, it would be appreciated.
Legislative
Changes to Ordinances: Third and final reading of the updated ordinances,
2015-01, " Vacancies in an Elected Office and City Elections". The
clerk then read 2015-02, "Persons
Under Legal Age/Social Hosts." Weaver
made a motion to accept both ordinances. Pfennigs seconded. Ayes:
All.
FEMA Projects: Culvert has been replaced on Fore
Seasons Drive. Contractor has
recommended adding large rocks (class E rip wrap) to the area near the tube to
prevent washout. Will pursue a bid on this project.
Newsletter: Will include discontinuation of sewer
subsidy. Standard reminders: speed
limit. Other ideas - last chance for dumpsters, snow removal options, golf cart
insurance and speed, tree trimming, Halloween party and road updates. Will plan on sending out in September.
Halloween
Party: Will hold the
Halloween party in the park on Saturday, October 24, from 4-5 p.m., with trick
or treating to follow from 6-8 p.m.
Schultz made a motion to budget $150 for the party. Halblom seconded. Ayes: All
Elections: Barb Arthur and Joyce Halblom have
decided not to run for city council again. Discussed options for new candidates. Interested parties, contact the city clerk
for information.
New Business
Yield Signs: Had an incident
with a near accident at the corner of Fore Seasons Drive and Oakridge
Drive. Discussed the need to replace the
Yield signs with Stop signs to help alleviate problems. Will also include a sign that "oncoming traffic
does not stop." Will pursue with
new sign purchase.
Road
Repair: Will
contact Cessford to complete repairs on the end of Fore Seasons Drive. Clerk
will look to see how much funds the Road Use Tax will provide to Oakland Acres.
Would like Planning and Zoning Committee to update priorities on road
repair. Will scan current plan and send
to newer council members.
ECIC
Meeting: Due
to the topic of abandoned buildings, there was no interest in attending.
Grants: Will submit grant application for pond
improvements.
Council Report:
None.
Clerk Report: Currently working on a premium audit on work comp insurance. Also will be working on newsletter and Street
Financial Report.
Maintenance Report:
Have
started putting rock along roadways, and tree trimming and removal. Please watch for the tractor on the roads.
