OAKLAND ACRES CITY COUNCIL MEETING MINUTES

7:00 p.m. Monday, August 14, 2017

Call Meeting to Order:  Mayor Lennie Smith called the council meeting to order at 7:00 p.m.

Roll Call:  Ted Schultz, Don Smith, Doug Weaver, and Terry Morrison.  Absent: Heath Collett.
Also present: Daryl Huyser, Joyce Halblom, Andy Heishman and Lori Smith, city clerk.

Inquiries from the Community:  Had questions on what can be done about the lake:  depth, ground washing away, moss, etc. Wondered if there were any funds available through grants, etc. to help with lake maintenance. The council stated that it had looked into the cost of dredging, aerators, etc., but all are cost prohibitive. We have stocked the lake with grass carp and catfish to help with the buildup of vegetation. Discussed the possibility of copper sulfate to help with moss buildup on the five-acre lake. Andy Heishman volunteered to check on prices. Mayor Smith will get Daryl Huyser a name of a "pond chemical expert."  Need to develop a comprehensive plan on all facets of the pond maintenance, including overall costs.

Approval of Minutes: Schultz moved to approve the minutes of the July 10, 2017, meeting. Smith seconded.  Ayes: All.

Treasurer’s Report:  Weaver moved to approve the July report as submitted. Schultz seconded. Ayes:  All.

Mayor’s Opening Address and Report:  ECIC meeting on August 24 in Knoxville, with the topic of strategic planning.  No interest in attending.

Old Business

Ordinances and Issues:  Had issues with dogs running loose in the community at 21 Eagle Drive and 50 Fore Seasons Drive.  Also an issue with vehicles sitting in the yard for extended periods at 2 Oakland Drive.  Will send letters out to these citizens reminding them of city ordinances. Will also include reminder in next newsletter.

City Audit:  Seemed to go well.  Will have full report in the fall.

Posts Along Dam:  Heath Collett has purchased PVC pipes and caps to replace the posts along the dam and just need to be picked up.  They were cheaper than originally quoted.  Will take trailer to pick up.

2017 Election: Doug Weaver and Don Smith's city council terms will expire at the end of 2017.  The mayor position will also be up for election.  Nomination papers are available on the state auditor's website, https://sos.iowa/gov/elections and need to be submitted no later than September 21. A guide for candidates may be downloaded from https://sos.iowa.gov/elections/pdf/electioninfo/citycndgde.pdf.  Heath Collett's term, since appointed, will also be on the ballot, with the term ending in 2019.

Park Playground Rubber Mulch:  Just got the last shipment of rubber mulch, which Mayor Smith will spread this weekend.  Had a few bags that were ripped, so will contact the company for a partial refund.  The city clerk will contact the company.

Signs:  Have the new signs stained and ready to be placed.  Hope to get them placed in the next week or so.

New Business

City Snow Removal: Received a bid from Andy Heishman.  Clerk will place ads in the local ads in the paper, due by 5:00 p.m. on September 8, to the city clerk's email.

Maintenance Position Resolution:  Created resolution 2018-1, creating the part-time position of maintenance worker. Motioned by Doug Weaver, seconded by Terry Morrison.  Approved by all.

Council Report:  None.

Clerk Report:  Will send out a community newsletter in early September.  Also a reminder that the clerk will be stepping down in March, after the budget is completed.  She will help train the replacement. 

Maintenance Report:  Matt did a great job cleaning up the fallen trees in the park.  Still need to take down dead trees near golf course, and place the new signs.  Will need to hire a lift to complete some of the tree removal and trim trees.  Need to get new blades for the tractor.
