7:00 p.m. Monday, August 13, 2018

Oakland Acres Maintenance Building

 

Call Meeting to Order:  Mayor Lennie Smith called the council meeting to order at 7:00 p.m.

Roll Call:  Ted Schultz, Don Smith, and Lisa Griffith. Absent: Heath Collett and Terry Morrison,
Also present: Lori Smith, city clerk.

CLOSE COUNCIL MEETING - OPEN BUDGET HEARING

Schultz made a motion to close our regular meeting and start Budget Hearing.  Smith seconded.  Ayes:  All

FY19 Amended Budget: No community members were present.  The council reviewed the revised budget, which increased the overall budget by $24,000 to accommodate additional projects. 

CLOSE BUDGET HEARING - OPEN COUNCIL MEETING

Ted Schultz made a motion to amend the budget as presented, increasing the overall budget to $136,000. Smith seconded. Ayes: All.

Inquiries from the Community:  Griffith brought a donated swing to replace a swing to replace one in the park that was leaving black marks on clothing.  We will use it to replace the other swing in the park.  Discussed signs and that voting signs must be on private property and taken down right after the election.  Received a question on LP tank placement ordinances.

Approval of Minutes: Schultz moved to approve the minutes of the July 9, 2018, meeting. Griffith seconded.  Ayes: All.

Treasurer’s Report:  Schultz moved to approve the July report as submitted. Smith seconded. Ayes:  All.

Mayor’s Opening Address and Report:  Have several new neighbors moving in and two homes being built this year in the community. Please be sure to welcome these people to Oakland Acres.

Old Business

Fore Seasons Dr curbing:  Have not heard anything on the progress of the timeline on this project.  Discussed whether adding 18" curbing on each side would be wide enough. A "standard" road width is 20 feet. The current road is approximately 15'.  Would adding curbing make traveling in winter a problem?  Griffith will go back to the curbing company for possible suggestions before starting the project. Will bring suggestions to September meeting.

Community letter on ordinances:  Griffith suggested perhaps having the city trim trees hanging low over the roadway. Need to research if there is a current ordinance on the height of tree branches over roads.  Need to clean up city property and when letters are sent, we will need to enforce ordinances. Goal it to have area cleaned before September meeting.

Muskrats: Cowgers are planning to wait until fall to trap. Council would like this done sooner.

Stump Removal: Delayed due to tornados in Pella. Need to weed-eat around that area to make it look better until they can get to the stump removal.

Speed bumps: People are slowing down, but driving around the speed bumps. Need to add additional speed bumps that span the entire road. Will look into options.

New Business

Snow removal: This would be the second year that Andy Heishman will be doing the roads. Did a good job, just need to have him come out earlier to move snow.  Will keep his contract through this year, and put it up for bid next year.

Vandalism:  Discussed the vandalism that occurred on a citizen's home.  Insurance company has been there, and hopefully cleanup can begin. Authorities have been notified. Any tips or assistance are appreciated.

Culverts and tiling repair:  Cowger is almost complete with the tiling near Lombards. He is waiting on rock before submitting the bill. He had to adjust the scope of the project, as additional tiling was needed.  Need to contact Chuck Griffith on the timeline for completing culvert repair on Shoreline Drive.

Council Report:  Griffith brought needed updates for the city's website.

Clerk Report:  Will have the street financial report to approve at the September meeting.

Maintenance report: Need to have Matt mow the dam and we also need to clean up the area near the maintenance building.  Need to mow and spray weeds to allow access to the lake.

Adjournment: Schultz moved to adjourn the meeting at 8:38 p.m. Smith seconded. Ayes:  All.
