COUNCIL MEETING MINUTES

Call Meeting to Order:
Mayor
Lennie Smith called the council meeting to order at 7:00 p.m.
Roll Call: Lisa Griffith,
Clint Follette, Terry Morrison, Don Smith, and Ted Schultz. Absent: none.
Also present: Bill Schulte, Craig Lombard, Ashley Stock and Lori Smith, city
clerk.
Schultz made a
motion to close the regular meeting and begin the special hearing. Follette
seconded. Ayes: all.
Special hearing
regarding sale of land near hole #14: Griffith questioned the cost of legal fees
to process sale of the strip behind 6 Fore Seasons Drive. Want to quit claim deed for $1 sale to the
Oakland Acres Golf Club. Follette made a motion to proceed with the sale.
Schultz seconded: Ayes: Don and Lisa. Terry abstained. Sale is approved.
Don Smith made a
motion to close the special hearing and reopen the regular meeting. Griffith
seconded. Ayes: All.
Open regular
meeting
Inquiries from the Community:
Lombard culvert: Griffith reviewed the agreement to repair the water issue at Craig
Lombard’s property. The bid was for $2,965. Estimated culvert is $450. Craig
has offered to pay $650 total, leaving a difference in $765 over the $2,000 the
city had originally planned to spend. Morrison had concerns about the water
issue being fixed and paid for by the city before when George Cowger had worked
on the issue in 2018. After much negotiation, it was decided that Craig Lombard
will pay for the culvert plus $400 toward the repair bid.
Griffith made a motion to pay $2,565 toward this project and to require
Lombard to sign a paper releasing the city from future liability on this issue.
Schultz seconded: Morrison and Follette: Ayes. Smith abstained.
Speed bumps: The one by Wueves has half of it needs to be fixed
(currently in yard), and a part of the new one on Eagle Dr. is missing a piece.
Need to repair and find the missing portion from Eagle Drive. Griffith will
check with neighbors to see if anyone picked it up.
Culvert at Collettes: Need to smooth
their yard where the culvert was replaced.
Approval of Minutes: Schultz moved to approve the minutes of the
July 8, 2019 meeting. Follette seconded.
Ayes: All.
Smith moved to approve the corrected minutes
of the July 29, 2019 special meeting. Morrison seconded. Ayes: All. Schultz abstained.

Mayor’s Opening
Address and Report: Questioned why ordinance notices weren’t sent. Council didn’t want to
send until city property is up to code as well and wanted to fine tune the
notices. May need to wait until Spring 2020 and may want to pay personal visits
to people in violation as first notification. Follette will rework the
correspondence for those written notices, who will receive an initial notice,
and the same resident would receive an automatic second notice in following
years. Culverts look nice and many
people are working on homes in the community.
Old Business
Culvert repair: City culvert replacement is completed.
Dam wildflower maintenance: Will tell Matt
to mow the dam yet this season. May need to rent a brush hog to mow it to a
height of 12”. Mayor Smith will heck on cost of rental and to have someone else
mow it: Smith’s Rental and Brad Kramner
Ordinance notices:
See Mayor’s address.
Snow removal bids: Received two bids from
Agri-Vations and Devig Inc. for snow removal.
Schultz suggested they table a final decision on snow removal until
September’s meeting.
New Business
Election: Clint Follette will be on November’s
ballot for city council. There will be at least two open positions for council,
as well as mayor. Any interested citizens should contact the city clerk at oaklandacres@iowatelecom.net for required
paperwork. Paperwork must be submitted to the county auditor by September 20.
Clerk transition: Ashley Stock will take over city clerk duties
on Sept. 1. Clerk has provided basic training and will be available for
questions.
Council
Report: Griffith will
continue to work on the bus shed and will be adding flower boxes.
Clerk Report: Clerk shared the 2019 Street Financial Report
for approval. It was discussed, but no motion was made. Will need to approve at
September meeting and uploaded before 9/30.
Maintenance report: New maintenance worker Bill
Schulte started last week and has started cleaning up the maintenance building.
He filled in the eaves with spray foam to help keep out the birds and cleaned
the gutters. Also sprayed for bugs in the building. Will be painting the “slow”
wording on the road soon. Discussed other projects that Bill could work on
before next month.
Follette made a
motion to rent a skid loader to replace the posts on the dam. Schultz seconded.
Griffith and Morrison voted no. Smith abstained. Motion did not pass.
Discussion will be tabled until the Sept. meeting
Adjournment: Schultz moved to adjourn the meeting at
8:38 p.m. Smith seconded. Ayes: All.
