7:00 p.m. Monday, December 8, 2014

Call Meeting to Order:  Mayor Smith called the council meeting to order at 7:00 p.m.

Roll Call:  Barb Arthur, Roger Fisher, Doug Weaver and Ted Schultz were present. Halblom arrived at 7:05.  Absent:  None
Also present:  Lori Smith, city clerk

Inquiries from the Community:  None.

Approval of Minutes:  Fisher  moved to approve the minutes of the November 10, 2014, meeting.  Arthur seconded.  Ayes:  All.

Treasurer’s Report:  Schultz moved to approve the November report as submitted. Arthur seconded. Ayes:  All.

Payment of Bills:  Fisher moved to approve payment of the bills.  Schultz seconded.  Ayes:  All.

Mayor’s Opening Address and Report:  Suggested streamlining meeting by limited reporting by clerk of documents which are distributed before meeting. Council agreed.

Old Business

Annual Financial Report Review:  Posted and uploaded to auditor's website and mailed a copy to the state.

Newsletter: Approved delivery of newsletter.  Suggested adding a section on spring cleanup about suggestions or volunteers. Also add information to Facebook page.

Christmas Party:   Will be held at the Clubhouse on December 21 from 2-4 p.m.  The Clubhouse is supplying the space rent-free.

Jasper Co. EMS Hazard Mitigation Meeting: Submit surveys as possible.  The clerk will forward if you wish.


 

ECIC Meeting - 11/13/14: DNR representative presented information on Emerald Ash Borer.  Included a link to a flyer on how to determine it.  Can notify them to come and do a survey of the community to see if any signs of ash borer are noted.  Also discussed the possibility of hosting a meeting at the clubhouse.  Will investigate.

New Business

Close meeting and start public hearing.

Close:  Fisher motioned and Weaver seconded.

Hearing on Chapter 22 of City Ordinances:  Fisher made a motion to open the public hearing on Chapter 22 of the Ordinances.  Schultz seconded.   The new chapter was reviewed by all.  Fisher moved to close the meeting.  Schultz seconded.  Ayes.  All.

Close public hearing and resume regular meeting.

Ordinance Change:  Fisher made a motion to enact the revised Chapter 22 of the Ordinances.  Schultz seconded.  Ayes. All.

2015 Projects:  Mulch tree pile by dam and fill in park and in other planting areas. Also, tree trimming along Eagle Drive and a cottonwood tree taken out by Borcherts.  Also fixing culvert at bottom of hill on Fore Seasons Drive.  Need to contact Planning and Zoning about possible road projects in 2015.

Legal Contract:  Reviewed the 2015 employment contract with Caldwell, Brierly, Chalupa and Nuzum, PLLC, Attorneys at Law.  Weaver made a motion to accept the contract.  Schultz seconded.  Ayes:  All.

Council Report:  None.

Clerk Report:  Haven't moved petty cash to the Grinnell State Bank yet, but will soon.  Will try to have suggested funds for the FY16 budget before January's meeting.

Maintenance Report:  Got the blade and front loader on the tractor and cold patch on the roads.  Snow removal going well so far.

Adjournment:  Fisher moved to adjourn the meeting at  7:55  p.m.  Schultz seconded.  Ayes:  All.

The next regular meeting of the Oakland Acres City Council is scheduled on Monday, January 12, 2015 at 7:00 p.m. at the Oakland Acres Maintenance Building.
