7:00 p.m. Monday, February 10, 2014

Call Meeting to Order:  Mayor Lennie Smith called the council meeting to order at 7:00 p.m.

Roll Call:  Barb Arthur, Roger Fisher, Ted Schultz and Doug Weaver were present.  Weaver left at 7:40 p.m.  Absent:  Joyce Halblom.  Also present:  Lori Smith.

Inquiries from the Community:  None.

Planning and Zoning:  None.

Approval of Minutes:   Need to change approval of the January minutes to read "approval of the December 9, 2013, minutes", not 2014.  Schultz moved to approve the minutes of the January 27, 2014, meeting as corrected.  Fisher  seconded.  Ayes:  All.

Treasurer’s Report: Fisher  moved to approve the January  report as submitted. Weaver seconded. Ayes:  All.

Payment of Bills:  Schultz moved to approve payment of the bills.  Fisher  seconded.  Ayes:  All.

Mayor’s Opening Address and Report:  If roads are cleared, please do not blow your driveway's snow into the street.

Meeting was closed to hold the Public Hearing.

Public Budget Hearing

Call Meeting to Order:  Mayor Lennie Smith called the budget hearing to order at 7:09 p.m.

Roll Call:  Barb Arthur, Roger Fisher, Ted Schultz and Doug Weaver were present.  Absent:  Joyce Halblom.  Also present:  Lori Smith.

There were no residents from the community in attendance to discuss the proposed FY 2015 budget.

Adjournment:  Schultz moved to close the budget hearing at 7:09 p.m.  Arthur seconded.  Ayes:  All.

City Council Reopened

Old Business

Budget:  Fisher moved to accept the FY 2015 budget as presented.  Arthur seconded.  The Council unanimously passed Resolution #2014-01 to approve and adopt the FY 2015 budget report from July 1, 2014 to June 30, 2015.

FEMA Report: Turned in our Category A items - things that needed done right away.  Have filed an extension for funding.  Will get together with Mike, our FEMA rep, to work through the remaining Category Project Worksheets, and complete this funding issue.

Directories:  Council members are encouraged to finish delivering the city directories.

Mowing for 2014:  If asking for bids for mowing, etc., the city must take the lowest responsible bid.  We can, however, get quotes from professional lower mowers to evaluate costs.  This will provide a transparent way to show that we are doing our due diligence on controlling costs.   Arthur will contact a couple of local mowing companies to get an idea of costs before the March meeting.  Mowing decision will be tabled until then.

New Business

Spring Clean-up and Garage Sale Day: Dumpsters will be set up from April 25 - May 5.  Community-wide garage sale will be set for Saturday, April 26.  The mayor will contact local realtors to see about setting up open houses on that date to provide more traffic.

Road Project: Discussion ensued on which sections of the road take priority to work on.  It was decided to continue with the initial project to fix Fore Seasons Drive from Venenga's curve to Griffith's corner.  Any remaining money may be used to patch the far end of Fore Seasons Drive.

City Insurance Coverages: Reviewed our current insurance coverages.  Clerk will get quotes from different companies before the next meeting, including a possible increase in our umbrella limit.

Fundraisers:  Would like to ask for ideas from the community - perhaps in the Spring newsletter, and also post a plea in Facebook for ideas.

ECIC Meeting: Meeting in Oskaloosa on February 20.  Mayor Smith and Schultz would like to attend.  Fisher made a motion for the city to approve the funding of $30 to attend the meeting.

Newsletter Ideas:  Road project, fundraising ideas, garage sale and dumpsters.

Other New Business:  Look into putting up another board to post minutes, etc., by the mailboxes at Oakland Acres East. May need to set up a resolution to change the language to read "4" postings rather than "3".  Mayor will research this, and if needed, write up a resolution to change this wording.

Council Report:  None.

Clerk Report:  Received a letter asking for funds for We Care 2014 After Prom Committee.  Schultz made a motion to pay $50 to the fund.  Arthur seconded. Ayes:  All.

Maintenance Report:  Snow removal crew has done a good job.

Adjournment:  Fisher moved to adjourn the meeting at 8:02  p.m.  Schultz seconded.  Ayes:  All.

The next regular meeting of the Oakland Acres City Council is scheduled on Monday, March 10, 2014 at 7:00 p.m. at the Oakland Acres Maintenance Building.
