Call Meeting to Order: Mayor Smith called the council meeting
to order at 7:03 p.m.
Roll Call: Roger Fisher, Joyce
Halblom and Ted Schultz were present. Absent:
Barb Arthur and Doug Weaver
Also present: Chuck Griffith and Lori
Smith, city clerk
Inquiries from the Community: None
Planning and Zoning Report: Griffith
reviewed bond options, including general obligation bonds and revenue bonds,
and reviewed options for continued street repairs..Suggested separating
overlays from curb and gutters. Also
suggested widening and curbs and gutters on Fore Seasons Dr (down first hill).
He discussed the priorities for updating the roads. Suggested upholding
Cessman's bid and price curb and gutters on Fore Seasons. Griffith was asked if he was interested in
fixing culvert at bottom of Fore Seasons Dr. He will provide a quote.

to approve the minutes of the January , 2015, meeting. Fisher seconded. Ayes:

Mayor’s Opening
Address and Report: When roads are
bad, the mayor keeps an eye out for snow removal and is in contact with the
County staff and our snow removal team.
Please be considerate of the mayor's time and not call late at night or
early in the morning. Please be courteous.
Old Business
CLOSE COUNCIL MEETING - OPEN BUDGET HEARING
Fisher moved to
close. Schultz seconded. Ayes:
All
FY16 Budget: No community
members were present. The council
reviewed the budget estimate and had no questions. Halblom moved to accept the
budget as presented. Schultz
seconded. Ayes: All.
CLOSE BUDGET HEARING - OPEN COUNCIL MEETING
Road Repair
Update: The
Mayor will contact Cessford to try to set up a date to complete the repair the
end of Fore Seaons Drive. Will request bids
for curb and gutter on Fore Seasons Drive from Cessfords and will post in the
local newspapers and Des Moines Register. Smith suggested putting concrete
pillars from Heishmans to Huysers and filling in a concrete pad between Fenners
and Sheridans.
Mowing: Smith will continue mowing.
Spring Clean Up/Garage
Sale Day: Will
hold Garage Sale Day on Saturday, May 2, with dumpsters available from April 24
- May 8. Will try to set up a
community-wide clean up and beautification day on May 16.

Asked New Business
Grasses for Dam:
Halblom
had forwarded information on prairie grasses and wildflowers. Will get pricing on seeding the dam and will
ask Heishmans about drilling. She will
report at next meeting.
ECIC Meeting: Meeting that will take place at
the National Sprint Car Hall of Fame and Museum on Thursday, March 5, in
Knoxville. Schultz, Halblom and Smith
would like to attend. Schultz made a
motion to send the councill members.
Fisher seconded. Ayes: All.
SMART Conference: No interest in attending.
Culvert Repair:
Put
in posts with reflectors by the culvert by the maintenance building. Suggest putting double 18" pipes on
replacing culvert at bottom of Fore Seasons Drive with a flow-down, and perhaps
adding similar reflective posts to mark edges.
Parks and Rec Meeting: Would like to have the committee meeting in
early March. Will contact Carol Cerqua to set one up.
Council Report:
None.
Clerk Report: None.
Maintenance Report:
Been
trying to keep snow moved from shoulders.
People need be cautious when Smith is out moving snow.

meeting of the Oakland Acres City Council is scheduled on Monday, March 9, 2015
at 7:00 p.m. at the Oakland Acres Maintenance Building.
