Call Meeting to Order:
Mayor
Joyce Halblom called the council meeting to order at
7:00 p.m.
Roll Call: Don Smith, Curt
Strawser, Clint Follette, Dawnette Baker Absent: Lisa
Griffith
Also present: Ashley Stock, city clerk
Follette made
motion to close the regular meeting and begin the special hearing. Smith seconded. Ayes: All
Special hearing
regarding sale of land near hole #14: City Council wants to quit deed claim for
$1 sale to Oakland Acres Golf Club.
Smith made a motion to proceed with the sale. Strawser seconds. Ayes: all.
Sale was approved.
Follette made
motion to close the special hearing and reopen the regular meeting. Smith
Seconded. Ayes: all
Open Regular Meeting
Inquiries from the Community:
Someone was wondering if we could have a centralized mailbox system. This would be a postmaster decision, not city
council.
Approval of Minutes: Follette moved to approve the minutes of the January
13, 2019 meeting. Smith seconded. Ayes:
All.
Treasurer’s Report:
Baker
moved to approve the December report as submitted. Follette seconded.
Ayes: All.
Payment of Bills: Strawser moved to approve payment
of the following bills as submitted. Follette seconded. Ayes:

Mayor’s Opening
Address and Report:
Joyce is
appointing Lisa Griffith as Mayor Pro-Tem
Old Business
Maintenance Shed
Roof: Follette
makes a motion to contact Tri-County Construction to do the bid for the
roof. Strawser seconds. Ayes: All
Street Signs: Will need to
replace 5 signs for all the Oakridge Rd to Oakridge Dr and the other signs on
the same post. Need to contact them
again as the draft they gave us said Oakland Dr and should be Oakridge Dr. Will contact and get a new quote for price
and bring to the March meeting.
Motion Lights by
the School Bus Building: Motion censored light will probably not work due to
having to be so close to them to go off. Going to have to do look into
something that has more light reaction (solar with battery back-up) and will
have to get a pole put in and get the appropriate people out before you dig and
get permission from residents. Will
table until next meeting, as we can’t do anything until the ground thaws.
Boulders on the
Dam: Joyce
talked to the DOT, also talked to Gryp Construction
to give a quote on a low-tension wire (since we are low speed) and poles are
not set in concrete. We could do boulder
on the lakeside and tension wire on the other side. Joyce will meet with him and get a quote and
she will check with Jasper County Construction to see if they do anything like
that as well.
Dodd’s Trash and
Recycling:
Contacted Joyce to see when we were doing spring clean up. Will put on the March agenda to get dates set
for it.
New Business
2020-2021 Budget
Items: Scale
back the spending for this next fiscal year due to all the items that we have
done with the roads in the last few years.
However, need to budget for a few repairs that are need for a few spots
around the neighborhood. Joyce will ask
Jasper Construction about how much some minor repairs will be. Will adjust slightly and send out and we will
hold a special hearing prior to the March meeting.
Council
Report:
Clerk Report: Insurance
quote paperwork; need to send it in by mid-April to get a quote for the yearly
insurance. Received a document from the
Officer of Auditor of State, will put on the March meeting to pay the invoice.
Maintenance report:
Need to put a lock
(going to quote a keypad) on the maintenance-shed door, Joyce will price
something for the next meeting.
