Call Meeting to Order:  City Clerk Ashley Stock called the council meeting to order at 7:00 p.m.

Roll Call:  Don Smith Absent:
Also present: Ashley Stock, city clerk; Lennie Smith, resident, Joyce Halblom, Curt Strawser, Clint Follette, Lisa Griffith and Dawnette Baker

Swearing in of the Elected Officials:   

City Clerk, Ashley Stock swore in the Mayor Joyce Halblom.  Joyce then swore in Curt Strawser, Clint Follette, Lisa, Griffith and Dawnette Baker as City Council Members

Inquiries from the Community: 

From Lennie Smith:

Came to congratulate the new city council members and if anyone needs anything to let him know. 

Tornado alarm, Jasper County Emergency Maintenance isn’t involved in that best to call Sieck as Oakland Acres owns it. 

Minutes have to be posted within 10 days after the city council meetings (both boards and website).  Agenda has to be posted by 24 before the meeting and special meetings has to be posted within 10 days of the meeting (both boards and website). 

Get ahold of Jasper County Emergency Management to let them know who the new Mayor is. 

Craig Lombard’s yard – questioning how it is going to get fixed when we don’t know what is wrong with it.  He feels it needs to be researched more prior to doing anything, and the water needs to be tested.  Feels the situation needs to be re-opened in the springtime.

Approval of Minutes: Follette moved to approve the minutes of the December 9, 2019 meeting. Smith seconded.  Ayes: All.

Treasurer’s Report:  Griffith moved to approve the December report as submitted. Baker seconded. Ayes:  All.

Payment of Bills: Smith moved to approve payment of the following bills as submitted. Follette seconded.  Ayes:  All.

Mayor’s Opening Address and Report:  Appreciates the support of getting voted in as Mayor

Old Business

Street Signs: Change the street signs that have Oakridge Road on them to say Oakridge Drive and change the other ones on those same posts (about 8 signs total).  Don will go and see what signs are needed and will bring back to the February meeting

Hole #14: 6 months ago, it was brought to the meeting to sell a piece of the city land to Oakland Acres Golf Course, needs to be done again per the lawyer as the right steps weren’t followed.  Do a special meeting prior to the February meeting.  Follette makes a motion to sell Hole #14 property to Oakland Acres Golf Course, Smith seconds. Ayes: All

New Business

Maintenance Roof Shed: Roof is cracking and leaking.  Contacted Henning Roofing - $4500 to repair and leave existing roof.  Contacted Tri-County Construction as well - $3700, leaving the existing roof on.  Table it until February and decide.

2020-2021 Budget Items: Nothing with roads this year since we did all the curbs this past year.  Nothing major to add to this fiscal year for projects within the budget.  Need to review and look at maintenance/mowing.  City Clerk will draft a budget for the February meeting. 

City Attorney Contract: Smith makes a motion to stay with Caldwell’s as the City Attorney, Strawser seconds. Ayes: All

Council Report: 

School Bus stop/shelter is very dark in the mornings, feel like we need to put some lighting out there for the safety of the kids.  Dawnette will research and see what is available.

Ordinance books – need for the new city council.  They are also online, and you can print it off.

Laptop – has personal cloud and is still with the old city clerk.  Laptop is not registered to the City of Oakland Acres, can go in and transfer the ownership to the City.  Paying $75 a year for office 365, look into just purchasing the software.  Talked to Dan Ferro about updating other reports on website, he can do it for $50/change.  Follette makes a motion to buy Office365 for up to $250 and to cancel the yearly subscription, Smith seconds. Ayes: All

 

Clerk Report:  City Clerk will get the letter drafted and sent to Clint on Tuesday regarding the house with graffiti.

Maintenance report:

Nothing

Adjournment: Smith moved to adjourn the meeting at 8:33 p.m. Smith seconded. Ayes:  All.
