7:00 p.m. Monday, July 13, 2015

Call Meeting to Order:  Mayor Smith called the council meeting to order at 7:00 p.m.

Roll Call:  Barb Arthur, Doug Weaver, and Sarah Pfennigs were present. Joyce Halblom arrived at 7:06.  Absent: Ted Schultz
Also present: Andy Heishman, Tom Simpson, Larry Crady and Lori Smith, city clerk

Inquiries from the Community:  Concern about concrete on dam.  Need to set up a schedule and procedures for handling rick rack. Andy Heishman volunteered to bring a skid loader to help out.  He also submitted a bid for snow removal.  Discussed the parameters of the job and discussed the needs.  He will also be willing to do private drives.

Approval of Minutes:  Question Cessford work.  Arthur moved to approve the minutes of the June 8, 2015, meeting.  Halblom seconded.  Ayes:  All.

Treasurer’s Report:  Halblom questioned costs of Sheriff's costs Arthur  moved to approve the June report as submitted. Weaver seconded. Ayes:  All.

Payment of Bills:  Questioned paying Cessford the full amount. Weaver  moved to approve payment of the bills, allowing for a 10,000 reduction for Cessford until issues are resolved..  Pfennigs seconded.  Ayes:  All.

Mayor’s Opening Address and Report:  Have made several trips to Newton to deal with property issue. 

Old Business                    

Easement and Ordinances:  Pfennigs made a motion  to send out a second letter concerning yard cleanup for a resident that has not responded to the initial letter.  Will send a second letter to the resident, as well as a copy to the lawyer.  Also have had complaints about a barking dog for the same resident. Will send out a first letter dealing with dogs barking as well as animal endangerment.  Will take photos of the property.  Seconded by Halblom. Ayes: All.

Iowa League of Cities Conference:  Mayor Smith reviewed this conference to see if there are any council members that would be interested in attending. Weaver made a motion to send the Mayor and Clerk, up to a cost of $600. Arthur seconded.  Ayes:  All.

Quit Claim Deeds:  Passed out copies of letters to and from lawyers dealing with a property dispute, and Mayor Smith reviewed his dealings with the lawyer.  A surveyor is currently trying to determine property lines for the property in dispute.  Larry Crady discussed issues with the property.  Will follow up with lawyer to ensure the deed has been recorded, and a title search is done.  Mayor Smith asked to table the issue until we get the final information with the title and the survey, and will set up a special meeting at that time.

FEMA Projects:  Filled out quarterly report, with debris removal being completed.  Culvert repair should be completed by next month. He has tested the strength of the current culvert and is researching options. Also need to put rock along roadways.

Snow Removal Bids: Weaver made a motion to accept the snow removal bid from Andy Heishman.  Halblom seconded the motion.  Ayes.  All.  Clerk will send letter to him with request for proof of insurance.

Legislative Changes to Ordinances: Second reading of the updated ordinances, 2015-01, " Vacancies in an Elected Office and City Elections.  Pfennigs made a motion to accept the reading. Halblom seconded.  Ayes:  All.  The clerk then read 2015-02,  "Persons Under Legal Age/Social Hosts."  Arthur made a motion to accept the reading. Weaver seconded.  Ayes:  All.

New Business

Newsletter: Ideas - last chance for dumpsters, snow removal options, golf cart insurance and speed, Halloween party and road updates.  Will plan on sending out in September. 

Elections:   Need to file election papers with the county auditor between August 10 and August 24.  Clerk will send needed documents to council members up for election. Candidates will need 10 signatures from citizens.

Planning and Zoning: Halblom will forward names for new members of the committee.

Ordinance Reminders: Should send out any official ordinance via certified mail to have a record of the mailing. 

Grants for Shoreline Restoration:  The shoreline is eroding and we need to apply for grants for reconstruction, park improvement, etc.  Halblom and Pfennigs will work with Carol Cerqua, chair of the Parks and Recreation Committee to define the grants we want to pursue.

Debris Removal:  The city will attempt to remove any debris used for rip wrap within 15 days, weather permitting.

Council Report:  None.

Clerk Report:  Received a refund from our Work Comp insurance provider, received a building permit for a new deck, and moved petty cash to the city checking account.

Maintenance Report:  Will be putting rock around roadways and mowing has been hard to keep up with.  Am hoping to trim trees before the end of the August.

Adjournment: Arthur moved to adjourn the meeting at  9:21  p.m.  Weaver seconded.  Ayes:  All.
