7:00 p.m. Monday, July 11, 2016

Oakland Acres Maintenance Building

 

Call Meeting to Order:  Mayor Lennie Smith called the council meeting to order at 7:00 p.m.

Roll Call:  Terry Morrison, Ted Schultz. Heath Collett and Doug Weaver. Absent: Don Smith.
Also present: Bev Huebner, Joyce Halblom, and Lori Smith, city clerk.

Inquiries from the Community: Bev Huebner requested to be able to post a free lending library at Oakland Acres. There is one in Grinnell at Bailey Park. It was suggested to perhaps attach it to the bus shelter near the entrance of Fore Season Drive.  The council will look into how to attach the library to the shelter, and allow for easy access for both children and adults.

Joyce Halblom asked about plans for the aerator for the lake and is concerned about silt deposits and erosion. She contacted the Jasper Co. Soil and Conservation, and they said they could evaluate the lake.  Would like to look into pursuing a grant from REAP to fix the issues with the lake.

Discussed the need for weed control in the community. Mayor Smith will follow up with the resident owner and will look into applying a contact brush killer to problem weedy areas in the community.

Approval of Minutes:  Weaver moved to approve the minutes of the June 13, 2016, meeting. Schultz seconded.  Ayes: All.

Treasurer’s Report:  Schultz moved to approve the June report as submitted. Collett seconded. Ayes:  All.

Mayor’s Opening Address and Report: May want to look into naming the street on the property in dispute.  The council should look into what it would take to name a street.  Perhaps have a naming contest. Want to thank Doug Weaver for mowing around the maintenance building and to Matt Innis for weed eating around the area.

Old Business

Ordinances and Issues:  Mayor Smith will follow up with lawyer on disputed property.  Also a reminder to clean up after your dogs when walking them in the community. 


 

Snow removal:  Mayor Smith had discussed continuing snow removal for the 2016-17 winter season with Andy Heishman.  Discussed that charges start when the blade goes down and ends when it goes back up, and that private drives should be done after.  Andy was on hand to answer questions from the council.  He encouraged residents to call him with any road issues. When the county closes the roads, we will not have Andy move snow during that time for safety reasons.  Would be nice for roads to normally be cleared by 6 a.m.  Collett made a motion to continue to have Andy Heishman to do the city-wide snow removal at the same rates as last year.  Schultz seconded.  Ayes: All.

Iowa League of Cities Conferences:  No interest. Still have not received info.

Signage:  Weaver suggested that we strengthen our signage ordinance.  Need to do more research on this to tighten up our rules and will publish in the upcoming newsletter. Will post new larger stop signs.

New Business

ECIC Meeting:  Next meeting is August 24, 2016, at Tassel Ridge Winery in Leighton. Deadline for registration is August 15.  Council should check schedules and report on next meeting.

Fundraising ideas for lake aerator:  Perhaps ask for ideas from the community in the newsletter, check into grants, and perhaps a golf tournament. Bev suggested that we may want to go door to door, as they did in the 80s to pave roads.

Street Update:  Mayor Smith has contacted Cessford twice, but has not received a response.  He will continue to pursue.  Mayor Smith received a quote of $1,200 to fix curbing at the end of the cul de sac which has been damaged.  The end of Oakland Drive also needs to be repaired, and we have received a quote of $4,032.  Weaver made a motion to proceed to do both of these road repairs, at the quoted amount, for a total of $5,232, which is within the 2017 road budget.  Schultz seconded.  Ayes: All.

Bev Huebner also noted that a road sign is incorrect, as it reads "Oakridge Road", not "Oakridge Drive."  Will look into replacing the sign.

Council Report:  None.

Clerk Report:   Newsletter will be done later this week. Will include signage information, street updates, dog etiquette and lawn maintenance, as well as fundraising ideas. 

Maintenance Report:  Cut down damaged portion of tree in park, put rock along shoulders and may need more rock to complete.  Will also install solar lights in park and work to get the light repaired by the Oakland Acres West entrance.

Adjournment: Schultz moved to adjourn the meeting at 8:27 p.m.  Collett seconded.  Ayes:  All.
