7:00 p.m. Monday, July 10, 2017

Oakland Acres Maintenance Building

 

Call Meeting to Order:  Mayor Lennie Smith called the council meeting to order at 7:02 p.m.

Roll Call:  Ted Schultz, Don Smith, Doug Weaver, Heath Collett and Terry Morrison. 
Also present: Andy Heishman and Lori Smith, city clerk.

Inquiries from the Community:  Trash trucks have been driving very fast throughout the community. Lennie will contact Dodd's.  Had a complaint on the extended use of fireworks in the community.  Will look at our options on limiting the use of fireworks.

Approval of Minutes: Schultz moved to approve the minutes of the June 14, 2017, meeting. Smith seconded.  Ayes: All.

Treasurer’s Report:  Collett moved to approve the June report as submitted. Morrison seconded. Ayes:  All.

Payment of Bills:  Weaver moved to approve payment of the bills as submitted. Smith seconded.  Ayes:  All.

Mayor’s Opening Address and Report:  Mayor Smith's term will end on December 31, 2017.  Need a candidate to run for the office. 

Old Business

Ordinances and Issues:  Have had progress with yard cleanup. Just a reminder that vehicles parked on private property need to be moved at least every 14 days.   

Maintenance and Mowing: Need to finish taking out storm damaged tree in park. May need to rent a lift to complete.  Also have posts for the damaged road signs and paint to mark the stoppage area. Matt Innis has done a great job with mowing and tree maintenance.  The council noted that some of the roads are starting to crack and may need some sealant.

Posts Along Dam:  Haven't had time to pursue. Will follow up this month.

Tree Removal:  Hope to have the trees by Viravong's property cleaned up before the end of summer.  Some trees before the dam need to be cleaned up over the road, to at least 14 feet above the road to allow large vehicles to pass through.  Also some trees behind the maintenance building need to be removed.  Need to check on a washed out area off of Fore Seasons Drive.  Need to verify if it is on private property or city property.

New Business

City Audit Examination: Was contacted last week to let us know that the city has been selected for a random city audit.  Denman and Company, LLP, will conduct the on-site visit on Friday, July 14, at Mayor Smith's home.  Council member Schultz agreed to be contacted by the auditor as well.

2017 Election:  Doug Weaver and Don Smith's city council terms will expire at the end of 2017.  The mayor position will also be up for election.  Nomination papers are available on the state auditor's website, http://sos.iowa.gov/elections/cities.html, need to be submitted no later than September 21. Park Playground Rubber Mulch: The black rubber mulch covered about half of the swingset area.  Weaver made a motion to purchase another pallet of black rubber to complete the job.  Collett seconded.  Ayes:  All. Clerk will order this week.

Council Report:  None.

Clerk Report:   None.

Maintenance Report:  Sand containers have stayed dry all year.  Will leave them until winter, as schedules have been busy. Will stain and install the posts and damaged road signs in the

Snow Removal:  Andy Heishman is interested in doing the snow removal for next year.  Presented his pricing proposal.  Will need to put the job up for bid and will decide at a future meeting.
