7:00 p.m. Monday, July 8, 2019

Oakland Acres Maintenance Building

 

Call Meeting to Order:  Mayor Lennie Smith called the council meeting to order at 7:00 p.m.

Roll Call:  Lisa Griffith, Terry Morrison, Ted Schultz and Don Smith. Absent: None.
Also present: Clint Follette and Lori Smith, city clerk. 

Inquiries from the Community:  Had questions on the speed bumps on the west side about reinstallation/repair. Have problems with placement on hills. Will be repaired soon. Have had mixed reactions (both good and bad) to the speed bumps. Also received good comments on the new curbing on Fore Seasons Drive and the plantings on the corner.

Need to replace the Oakridge “Road” signs with Oakridge “Drive” signs. Clerk will check on costs to replace the signs.

Had another request from Craig Lombard to fix the tiling near his home, due to boiling in his yard. Discussion ensued on options.  Need to have a site visit with the council, Chuck Griffith and Craig Lombard to discuss options.  Will suggest the evening of Monday, July 15. Lisa Griffith will contact Lombard.

Approval of Minutes: Morrison moved to approve the minutes of the June 10, 2019 meeting. Smith seconded.  Ayes: All.

Treasurer’s Report:  Schultz moved to approve the June report as submitted. Morrison seconded. Ayes:  All.

Mayor’s Opening Address and Report:  A reminder that decisions made at council meetings should be binding, and not changed following the meeting.

Old Business

Maintenance position: Will bring Dickerson, Swihart and Gatewood in for interviews.  Clerk will contact other applicants to thank them for interest. Will set up interviews for Wednesday evening, July 17.

City clerk applications:   Will bring Stock, Schmidt and Smith in for interviews on Wednesday, July 17, as well. Clerk will contact and arrange all interviews. Lori Smith, current city clerk, will submit her official resignation letter, resigning 30 days after the new clerk is hired.

Remaining culvert repair:  Mayor Smith talked to Chuck Griffith, and Griffith thought a total replacement was needed near Strawsers. Will continue with original bid.

Muskrat control: Jacob Arrowood will trap later this fall as his schedule permits.

Dam seeding:  Flowers are coming in nicely. Griffith will contact Hoskey to see when to mow, since flowers are blooming.

Snow removal bids:  Will put ad in Newton and Kellogg newspapers and Hy-Vee “trader” next week with deadline of August 1.

Land near hole #14: Mayor Smith discussed the quit claim sale of the property with our lawyer and need to hold a public hearing to approve the sale to the golf course, and also questioned who would pay for legal fees.  Griffith made a motion to pay the legal fees and hold the public hearing to sell to Northside Grain, Inc. immediately before the August council meeting. Schultz seconded. Ayes: All.

Drain on curve on Fore Seasons: Look into having Grinnell Fire Department come and blast water to clear the drain.

Stop sign post:  Need to replace the post on one stop sign and raise the other stop sign to 7’. Will check on options.

Correspondence to residents: Griffith provided a sample from another community of correspondence to residents who are not abiding by the city ordinances, including photos and a copy of the ordinance, with a deadline of seven days following notification to bring the property up to code. Will follow that template and clerk will draft notices.

New Business

Council member replacement: Clint Follette expressed interest in filling the open council position.  Griffith made a motion to appoint Clint Follette to the council to fill the position left by Heath Collett’s resignation on June 30, 2019.  Seconded by Schultz. Resolution: 20-1 passes. Ayes: all.

Council Report:  None.

Clerk Report:  None.

Maintenance report: Mayor Smith talked to Curt Strawser about brush overgrowing into the road on Shoreline. Will be taken care of.  Also talked to Andy concerning stop signs and brown PVC for dam. Will look at alternatives.

Adjournment: Schultz moved to adjourn the meeting at 8:42 p.m. Smith seconded. Ayes:  All.

OAKLAND ACRES CITY COUNCIL SPECIAL MEETING MINUTES

7:00 p.m. Monday, July 29, 2019

 

Call Meeting to Order:  Mayor Pro-Tem Ted Schultz called the council meeting to order at 6:00 p.m.

Roll Call:  Terry Morrison, Ted Schultz. Don Smith, Lisa Griffith and Clint Follette.

Swearing in of new council member:  Mayor Pro-Tem Ted Schultz swore in Clint Follette as a new council member, to fill the open position left by Heath Collett’s resignation.

Culvert/water issue:  Discussed the culvert at 5 Eagle Drive. Craig Lombard has agreed to purchase the culvert for the repair. Council discussed having Mr. Lombard sign a waiver of the city’s responsibilities for future issues with this project.  Morrison made a motion to pay up to $2,000 of the culvert repair at 5 Eagle Drive. The remaining repair costs, plus the cost of a new culvert, is the responsibility of the homeowner. Follette seconded. Ayes: All.

The council will meet with the homeowner before 6 p.m. on 7/31/19.

Weeds/mowing: Griffith made a motion not to send violation of city code notices to homeowners until city property is also brought up to code. Follette seconded. Ayes: All

Close Regular Meeting:  Follette moved to close the council meeting. Griffith seconded.  Ayes:  All.

Closed meeting to discuss applicants for the maintenance and city clerk positions.

Morrison moved to adjourn the closed meeting and reopen the regular meeting. Follette seconded.  Ayes:  All

Open Regular Meeting:

Maintenance position:  Morrison made a motion to offer the part-time maintenance position to William Schulte. He would take direction from the council with an effective date of 8/12/19, if he accepts the position.  Griffith seconded.  Ayes:  All.

City Clerk position:  Griffith made a motion to offer the part-time city clerk position to Ashley Stock at the current rate effective 8/12/19. Letters to other applicants thanking them for their time and that applications will be kept on file will be completed by 7/31/19 no later than 6 p.m.  Smith seconded.  Ayes:  All.

Adjournment: Morrison moved to adjourn the meeting at 6:41 p.m.  Griffith seconded.  Ayes:  All.
