Call Meeting to Order:  Mayor Joyce Halblom called the council meeting to order at 7:00 p.m.

Roll Call:  Don Smith, Dawnette Baker, Lisa Griffith, Clint Follette Absent: Curt Strawser
Also present: Ashley Stock, city clerk

Inquiries from the Community: 

Resident asked about setting fireworks off.  Per the ordinance residents are not allowed to shoot them off, last year council approved to shoot them off on 4th of July up until 11pm.  Next year we need to put it on the agenda to post it on the boards in June.

Resident complimenting the OA Rocks that families are making, finding and hiding. 

Resident brought down a letter regarding a geocaching that was placed within the Oakland Acres Park. Will keep the letter on file and if there are any issues regarding it city council will contact.

Approval of Minutes: Griffith moved to approve the minutes of the June 8, 2020 meeting. Follette seconded.  Ayes: All.

Treasurer’s Report:  Smith moved to approve the June report as submitted. Baker seconded. Ayes:  All.

Mayor’s Opening Address and Report: 

 

Old Business

 

Dam Posts: Menards $154/post; Ponderosa is $114/post.  City Council agreed to do 10x10 post and will confirm how many are needed and will get two bids to pull, set and dispose of the old one.  Will discuss further in August once bids are received. 

Culvert: Everyone is currently too busy to come out and give any bids.  So still waiting for people to give some bids, will see if any bids are received by August meeting.

Concrete at end of Fore Seasons Drive: Received bid from Jasper County Construction for $1,680 if no addition cut/fill is needed in the ground currently there.  Follette made motion to proceed forward with the end of Fore Seasons and the bid from Griffith Construction per June minutes. Baker seconds. Ayes: All

Hole #14 Deed: dropping the issue as we would have to re-survey the parcels as the current parcel includes the Oak Lake and that would be costly.  Smith makes motion to not quit deed claim the parcel by hole #14 to Oakland Acres and just keep it within the city.  Baker seconds. Ayes: All

Liquor License: still waiting on insurance approval for it to come to the city.  Will put it on our August agenda and approve them.

New Business

Fishing: Resident was upset someone outside of Oakland Acres (was given permission by a resident) was fishing on their dock.  Non-public Easements: City has 10-foot easement around Oak Lake, DNR has a 3-foot easement around Lake.  Public areas are the dam and the parking area by the boat ramp.  Council has decided that new permit to fish cards need to be handed out to residents along with the rules on the back.

New Resident Address: Baker makes a motion to assign 22 Fore Seasons Drive to parcel 10.22.302.002 to the empty lot.  Follette seconded Ayes: All

New Resident Packet: Fishing permit, what are trash and recycle days, mowing/grass ordinance – Council will prepare a one-sheet piece of paper for new residents.

 

Council Report: 

Signs – No Parking signs for the road (5); Sheriff indicated it is hard to enforce when no signs posted. Sign regarding All Activities on Lake are not monitored and should be done at your own risk.  These are in addition to the other signs that we need.  Iowa Prisons is still currently shut down, but council will get these ordered just not sure, when they will arrive.

Alliant Energy Grant – due date is September 1st.  Council will work on getting this together for the next meeting

Ordinances – Resident needs to be reminded of parking and junk ordinances.  Council to send out a certified letter to resident regarding the issue. 

Fire Hydrant down by the boat ramp needs to be protected per the Fire Department otherwise, it will get damaged.  Will have maintenance come and put some rocks around it. 

Curbing – Jasper Construction is pushed out to Sept/Oct timeframe, but they will come out and squeeze it in between jobs if able.

Snow Removal – Will reach out to Brian Edelen to see if his bid is good for 2 years.

Park Tile – the tiles were crushed and broken and there was a 3-foot hole.  Griffith went and fixed it over the weekend as did not want anyone to fall and get hurt.  Griffith will put together a bill for materials but it not charging labor. 

Clerk Report:

Maintenance report: Purchase a new sprayer and round up and then spray for some weeds.
