Call Meeting to Order:  Mayor Lennie Smith called the council meeting to order at 7:00 p.m.

Roll Call:  Lisa Griffith, Terry Morrison and Don Smith. Absent: Ted Schultz and Heath Collett.
Also present: Paul Nelson and Lori Smith, city clerk.  

Inquiries from the Community:  Paul Nelson expressed concerns about the installation of the speed bump at the end of Fore Seasons Drive. He brought a petition signed by citizens living near the area, asking for the removal of the speed bump. The council expressed their opinion that the speed bumps need to be installed for safety in all areas of the community, and that this is not a targeted speed bump, only the first one to be installed. There will be four total speed bumps, with the remaining strips to be installed this week. The council has urged residents repeatedly to slow down, through the newsletters, personal visits, added patrols, etc., to no avail. The council is not attempting to upset residents, but trying to keep everyone safe. The council will keep monitoring this issue to see if the speed bumps help with the problem and will revisit the need for them in the future. Paul suggested perhaps adding center lines on the roadway around curves to help with traffic flow.

Griffith received an inquiry on completing the culvert repair on Eagle Drive. Jasper Construction completed the project and reinserted the pipe and added rock to hold it down, at no additional charge.

Tom Simpson had requested additional rock to place in front of the mailbox. This job has been completed.

Greg Lombard had complained about the wet area near his area. The clerk will forward the council the notes following the most recent tile repair and forward a letter to the resident.

Also had a complaint from a fisher who was approached about fishing without permission. Please note that people need to have permission from a current resident to fish at Oak Lake.

Approval of Minutes: Smith moved to approve the minutes of the May 6, 2019 meeting. Morrison seconded.  Ayes: All.

Mayor’s Opening Address and Report:  Had questions on problems with dogs in the area. If you have problems, please contact the sheriff or Animal Rescue League.

Old Business

City cleanup and landscaping:  Rock work done at the corner. The rock and fabric were donated, and Griffith is working on finishing the corner and will work on the entry sign areas.  Also had a concern about the safety of higher dumpsters. Will look at requesting lower dumpsters next year and add signs for permissible items to throw away. Griffith contacted the Grinnell Fire Dept. about doing a controlled burn around the lake.  The council approved them doing so. They are willing to do that. She also brought up the replacement of the stop sign, at $50 per post.  Need to send letters with homeowners on yard issues. Clerk will draft for council review. May need to spray brush near roadways to maintain visibility. May want to look at having a scheduled “project day.” May want to look at the metal seats by the lake to ensure it is safe. Mayor Smith will check it out.

Lake treatment: Curt Strawser has distributed five bags of copper sulfate in the lake, and Huysers also added one bag. Curt also questioned whether the city has considered adding blue dye to the lake to help eliminate algae. A resident is able to get product at cost. A gallon would spread 4’ deep per acre. Oak Lake is approximately five acres. After discussion, it was decided to ask residents surrounding lake if they would care to donate toward this project.

Speed bump installation: See above for schedule issue. Remaining three will be installed this week.  They will be located: Fore Seasons Dr. between Heishmans and Thompsons; on Oakridge Dr. between Huebners and Weuves and on Eagle Dr., just south of Shoreline Dr.

Golf course liquor license renewal: Approved last month. In the works.

Maintenance position: Council will review applications and will extend deadline for applications until June 28.

Remaining culvert repair:  Chuck Griffith will complete the remaining culvert repairs by August 15.

Muskrat control: Griffith found someone to take care of this issue, Jacob Arrowood. Trapping season begins in the fall. If done out of season, the muskrats must be destroyed with evidence. Lisa will meet to show where they are located. Clerk will provide a letter giving permission to trap.

Land near hole #14: Talked to Jim about possible purchase of this small strip. Mayor Smith will contact city attorney to draw up the paperwork to complete the transaction.

City clerk position: Table until July meeting until all applications are received.

 New Business

Library contract: Smith made a motion to accept the 2019-20 Drake Community Library contract. Griffith seconded. Ayes: All.

Council member resignation: Heath Collett submitted his official resignation, effective June 30. The clerk will post the resignation, and we have 30 days to fill the vacancy to avoid a special election.  The incoming council member would only be needed until year-end, as the position would be placed on the regular election in November.

Snow Removal: Need to look options to put snow removal out for bid. Clerk will research options and take bids until August 1.

Dam seeding: Hoskey will review the progress of the dam seeding. If not up to “snuff”, he said that they will overseed this fall.

Council Report:  None.

Clerk Report:  None.

Maintenance report: Will finish installing speed bumps this week, and check on seating at lake, and will work with Fire Dept. on controlled burn.
