OAKLAND ACRES CITY COUNCIL MEETING MINUTES

7:00 p.m. Monday, March 10, 2014

Oakland Acres Maintenance Building

 

Call Meeting to Order:  Mayor Lennie Smith called the council meeting to order at 7:00 p.m.

Roll Call:  Ted Schultz, Joyce Halblom and Doug Weaver were present.  Absent:  Roger Fisher and Barb Arthur.  Also present:  Lori Smith.

Inquiries from the Community:  Had a report of a barking dog.  A planned power outage is set for March 13, up to two hours.

Planning and Zoning:  The committee has been unable to have enough for a quorum for a meeting.  They hope to hold a meeting in April.  Mayor will email the letter from Larry Crady with the latest information.

Approval of Minutes:  Schultz moved to approve the minutes of the February 10, 2014, meeting.  Weaver  seconded.  Ayes:  All.

Treasurer’s Report: Halblom  moved to approve the February  report as submitted. Schultz seconded. Ayes:  All.

Payment of Bills:  Schultz moved to approve payment of the bills.  Weaver  seconded.  Ayes:  All.

Mayor’s Opening Address and Report:  Please limit calls to mayor for non-city business.

Old Business

Spring Clean-up and Garage Sale Day:  Garage Sale Day is set for Saturday, April 26, and dumpsters will be set up from April 25 - May 5.  Realtors will be contacted to align any Open Houses with this date.  Joyce will send out an email to local realtors.

FEMA Report: The total disaster recovery was $18124.70, with FEMA paying 75%, the State paying 15%, and we are responsible for the remaining 10%.  We are allowed to chip up some of the debris for mulch to use at park, etc. 

Directories:  Will try to have remaining directories distributed this week.

Mowing for 2014:  With Arthur not in attendance, Ted volunteered to contact Barb about her findings, and will make final decision at April meeting.

Road Project: No progress to date.

City Insurance: No response from ICAP.  Clemon-Maki declined to quote, stating that they did not have a market better than what we currently have.  Clerk will try again to contact ICAP.

Fundraiser Ideas: Need to set up a public meeting to discuss possibilities and give them a heads-up in newsletter.  Need to set up a special meeting to discuss an agenda and plan to hold a public meeting.  Possible golf outing?

ECIC Meeting: Stewart Anderson from the DOT discussed possible road funding.  Ted had emailed the speaker to see if any grants are available for a community like ours.  The best part of the meeting was the networking opportunities provided.

New Business

Newsletter: Newsletter looks OK to print.  Community-wide newsletter will be mailed out to all citizens before the end of March.

Easter Activity:  Weaver made a motion to put aside up to $150 for supplies for a community-wide Easter Egg Hunt in the park on Saturday, April 19, at 2 p.m.

Ordinances: The mayor suggested that council members take time each month to review a pre-selected group of ordinances and then set aside time to discuss at the monthly city council meetings. The clerk will forward a few ordinances each month for the council to review.

Council Report:  None.

Clerk Report:  Iowa Assn. of Municipal Utilities bill is due.  Lori will review to see what this membership saves us on our insurance and report back next month.

Maintenance Report:  FEMA disaster repairs will begin this spring, including documentation of hours worked.  Lennie is looking into "cold patch" options for roads.

Adjournment:  Halblom moved to adjourn the meeting at 8:20  p.m.  Weaver seconded.  Ayes:  All.

The next regular meeting of the Oakland Acres City Council is scheduled on Monday, April 14, 2014 at 7:00 p.m. at the Oakland Acres Maintenance Building.
