Call Meeting to Order: Mayor Lennie Smith called the council
meeting to order at 7:00 p.m.
Roll Call: Ted Schultz,
Terry Morrison, Lisa Griffith and Heath Collett. Absent: Don Smith,
Also present: Andy Heishman and Lori Smith, city
clerk.
CLOSE COUNCIL MEETING - OPEN BUDGET HEARING
Schultz made a motion to close
our regular meeting and start Budget Hearing.
Collett seconded. Ayes: All
FY19 Budget: No community
members were present. The council
reviewed the budget estimate and had no questions.
CLOSE BUDGET HEARING - OPEN COUNCIL MEETING
FY18 Budget: Mayor Smith
asked for acceptance of the budget as presented. Motion was made by Collett. Seconded by Schultz. Resolution 18-4 created
to accept FY19 budget. Ayes: All.
Inquiries from the Community: Problem with muskrats destroying the
island in the lake. Griffith has someone who will trap them free of charge.
Mayor Smith will contact DNR to ensure we follow the proper procedure. Also need to look into seeding the dam, which
was approved in spring 2016. Mayor Smith
will contact Hoskey Seeds in Lynnville or other local
source to purchase the seed, and drill the seed in the ground. Also discussed problems with the winter
roads, especially following the ice storm, and discussed protocol for better
communication for snow removal. Will
attempt to be more proactive on pre-treatment on icy roads. Andy will pick up the
yellow sand containers at the end of April, and will empty them and refill and
store. Also need to cut up and haul away the brush pile of cut trees. Discussed stump removal. Rental is $25 per
hour, with a minimum of two hours.
Griffith will follow up on needed trailer size. May want to contact
Vermeer in Pella to see if there is any equipment they need to test. Also need to tear down enclosure by
maintenance building.
Approval of Minutes: Schultz moved to approve the minutes of the February
12, 2018, meeting. Griffith seconded.

moved to approve the February report as submitted. Schultz seconded. Ayes: All.
Payment of Bills: Collett moved to approve payment of the bills
as submitted. Morrison seconded.

Old Business
Council
Member Assignments: These
positions will be community liaisons for the following:

Ted
Schultz — Finances and Emergency Management backup. This includes checking to
ensure city funds are accounted for and match the Treasurer's Report.
·
Heath
Collett — Roads and Maintenance, including snow removal contact, community
contact, setting up road repair and maintenance plans, signs, barriers, and working with vendors.
·
Lisa
Griffith — Community Betterment, including city-wide landscaping, bus stop, community
party and event planning, and fundraising,
·
Don
Smith — Parks and Recreation — including the lake and public park maintenance
(including playground and shelter house area).
·
Terry
Morrison — Planning and Zoning, including ordinance knowledge, property lines,
easements, parcel questions, and liaison to Planning and Zoning committee,
which include Chuck Griffith, Larry Kramer and Darryl Huyser.
Lake
Maintenance: Need
to schedule copper phospate for lake after threat of
freezing passes. Need to find a boat to spread the mixture. Will finalize plans at April meeting.
New Business
Spring newsletter: Council reviewed and approved the
newsletter for distribution.
Road
repair: Received a quote from Cessford
for milling, crack repair and patching. Manatts visited last Friday, and will be sending another
bid for comparison. Manatts
thought that a 1˝" overlay would be sufficient. May want Cessford to bid at this level, versus 2". Might want to pave the maintenance building
parking lot. Will get a quote to see
what additional costs would be incurred. Will table final decision until April
meeting.
Council
Report: Tornado siren is
tested each Wednesday morning, and the siren went off last week, as scheduled.
Clerk Report: None.
Maintenance
Report: Still need to replace the tractor battery.
Collett will get it this week. Will put flags out to mark signs and posts. Need
to contact Planning & Zoning on requirements for building a new home on Fore Seasons Drive.

at 8:40 p.m. Collett seconded. Ayes:
