7:00 p.m. Monday, March 11, 2019

Call Meeting to Order:  Mayor Lennie Smith called the council meeting to order at 7:00 p.m.

Roll Call:  Ted Schultz, Terry Morrison and Don Smith. Absent: Lisa Griffith and Heath Collett.
Also present: Andy Heishman and Lori Smith, city clerk.

CLOSE COUNCIL MEETING - OPEN BUDGET HEARING

Morrison made a motion to close our regular meeting and start Budget Hearing.  Smith seconded.  Ayes:  All

FY19-20 Budget: No community members were present.  The council reviewed the budget estimate and had no questions. 

CLOSE BUDGET HEARING - OPEN COUNCIL MEETING

Schultz made a motion to close our budget meeting and start council meeting.  Morrison seconded.  Ayes:  All

FY19-20 Budget:  Mayor Smith asked for acceptance of the budget as presented.  Resolution 18-4 created to accept FY19-20 budget.  Ayes:  All. 

Inquiries from the Community:  Andy will bring a sample PVC post for the posts he has available to donate for the dam area for us to view. Smith will notify council when available. He also inquired on how the roads were being done in regard to snow removal. All were satisfied.

Approval of Minutes: Schultz moved to approve the minutes of the February 25, 2019, meeting. Smith seconded.  Ayes: All.

Treasurer’s Report:  Smith moved to approve the February report as submitted. Morrison seconded. Ayes:  All.

Payment of Bills:  Smith moved to approve payment of the following bills as submitted. Schultz seconded.  Ayes:  All.

Mayor’s Opening Address and Report:  Mayor Smith was sorry to be gone last meeting but was down with the flu.

Old Business

Easter Egg Hunt: The annual Easter egg hunt will be held in the city park at 2 p.m. on Saturday, April 20.  Schultz made a motion a motion to spend up to $150 for Easter Egg Hunt supplies. Smith seconded. Ayes: All.

Culvert repair and curbing schedule: Lisa Griffith has contacted the company doing the curbing, and they are planning to start work on the curbing around April 1.  Morrison will contact Curt Strand and Gruhn to get a bid on culvert repair. Andy volunteered to contact Shane Carnahan to see if he would be interested in a bid. Clerk will email Lisa Griffith to see if she will contact Jasper Construction to put in a bid.  Also need to clear the culvert near Sheridans, which is packed full of sand. May be able to get an auger once the ground thaws. Will discuss more at April meeting.

New Business

Spring newsletter: The annual city-wide garage sales will be set for Saturday, May 4. Dumpsters will be set up from May 3 – May 13. Speed bumps, road construction, Easter Egg Hunt. Watch for more details in the upcoming spring newsletter.  Will mail out before end of month.

Council Report:  None.

Clerk Report:  We were approved for the $1,000 ICAP safety grant to order more speed bumps. The city clerk will bring the final tally for ordering two more portable speed bumps to the next meeting. Schultz made a motion to purchase three 19’ portable speed bumps, for a total of $1,204.59, using the $1,000 in funds from the ICAP safety grant, and paying the rest out of the city budget. Morrison seconded. Ayes: All.

Maintenance report: Will be adding three more bags of copper sulfate in the lake this spring. Will also research adding “shade” in the lake. Will be clearing out trees below the dam this summer, so firewood may be available.

Adjournment: Schultz moved to adjourn the meeting at 7:45 p.m. Morrison seconded. Ayes:  All.
