Call Meeting to Order:Mayor Lennie Smith called the council meeting to order at 7:00 p.m.

Roll Call:Barb Arthur, Roger Fisher, Joyce Halblom, Ted Schultz, and Doug Weaver were present.Absent:None. Also present:Lori Smith.

Inquiries from the Community:Culvert by maintenance building:FEMA funds have been issued, and flooding projects can now be addressed.Talked to Chuck Griffith, and he will be able to fix the culvert in the near future.If citizens have a issue with a city project, please contact city council members with any concerns.

Dogs: Reports of a single dog biting two people.Also other complaints about a loose dog.All dogs within the city limits should be under control at all times.The mayor will approach the citizens with the concerns.

Yard Damage: Erosion on north side of Oak Ridge Drive, and salt and sand damage on edge of lawn.

Approval of Minutes:Schultz moved to approve the minutes of the April 14, 2014, meeting.Arthur seconded.Ayes:All.

Treasurerís Report: Fisher moved to approve the April report as submitted. Schultz seconded. Ayes:All.

Payment of Bills: Weavermoved to approve payment of the bills with the FEMA addition for park repair.Fisher seconded.Ayes:All.

Mayorís Opening Address and Report:Spring reminders:Please try to keep grass clippings off the road.Also, when burning please be respectful of your neighbors and clean up after your dogs.

Old Business

Mowing: We received two mowing estimates: one at $3,000 without mowing the dams, and $9,000 for mowing the entire area, including the dams.Based on the estimates, it was decided to have the maintenance person continue to mow the public area at $15 per hour.Weaver made a motion.Fisher seconded.Ayes:All.

Perhaps look at planting wild grass or maintenance free wildflowers along dam area to eliminate mowing the dam.Would alleviate safety concerns, and less cost for mowing. Clerk will contact the Iowa State Extension Office for options and for grants for plantings.Perhaps check with Heishmans on chemicals for controlling weeds.

Spring Work:Need to complete the debris removal at dam before May 31, which is the FEMA deadline.Rock will also be put along the roadside.Contacted Craig Paulson about delivering cold patch for roads.Also need additional railroad ties on the east side of Shoreline Drive, between Days and Blunks lots.

Culvert Repair:Chuck Griffith will be completing this project near the park in the near future.

Road Repairs:No bids were received.Set up an appointment Cessford on Wednesday to review the project and hopefully procure a competitive bid.

New Business

Place of Notifications: Will research the cost of procuring a new display board.

Easements: The clerk will research permanent easements for the golf course.

Council Report:None.

Clerk Report: Easter Egg Hunt was successful, with about 30 children, plus families in attendance.

Clerk reported on the amount of real estate taxes that the city receives. Currently, the city receives approximately 21% of the total real estate taxes, which goes into the general fund.Clerk will look into amount of funds that might be available for roads in next year's budget to see what the city's options are for streeet repair funding.A special council meeting will be held next Monday, May 19, from 6-7 p.m. to discuss road repairs.

Maintenance Report:Dumpsters were both well utilized, and only had one TV, which is not allowed.

Adjournment:Schultz moved to adjourn the meeting at 8:35 p.m.Fisher seconded.Ayes:All.

The next regular meeting of the Oakland Acres City Council is scheduled on Monday, June 9, 2014 at 7:00 p.m. at the Oakland Acres Maintenance Building.

Call Meeting to Order:Mayor Lennie Smith called the council meeting to order at 6:00 p.m.

Roll Call:Barb Arthur, Roger Fisher, Doug Weaver, and Ted Schultz were present.Absent:Joyce Halblom. Also present:Lori Smith and Chuck Griffith.

New Business

Road Repair Options: Reviewed the bid from Cessford Construction, and discussed the need for widening of streets.Weaver made a motion to accept the bid for Option D, removing and replace 4" asphalt paving for the entire 825' length at the end of Fore Seasons Drive, and expanding to 18' wide from Cessford Construction Company.Fisher seconded.Ayes:Fisher, Weaver and Schultz.Nays:Arthur, due to widening.

Discussion reopened.Chuck Griffith came and explained the process and the need for widening the streets.For example, Grinnell's streets are 24 feet wide.The cost difference in widening the streets was negligible.

Arthur suggested perhaps only widening the hills and curves, not the residential areas.A discussion ensued on the need for residents moving mailboxes back from the road.Discussion ensued on cracked driveways and the damage that can cause to the road.Possibly check with Cessford to see if they could possibly have a special rate for residents to repair driveways.

Motion is withdrawn.

Clerk Update:Clerk will not be in attendance at next meeting.

Maintenance Update: Filled in some holes at the park.May need more dirt to continue to fix the damage from FEMA funds.Rock has been delivered and begun to be put along the road.Working to fill in the dam area.May have another option for fill materials, but may need to find a trailer to haul.Weaver noticed a washed out area by Chodur's drive.Lennie will try to fill in with rock. A few other holes may need to be filled.
