7:00 p.m. Monday, May 6, 2019

Oakland Acres Maintenance Building

 

Call Meeting to Order:  Mayor Lennie Smith called the council meeting to order at 7:00 p.m.

Roll Call:  Ted Schultz, Lisa Griffith, Terry Morrison and Don Smith. Absent: Heath Collett.
Also present: Lori Smith, city clerk.  Andy Heishman stopped by to drop off final bill of the season and show post for replacing the fallen stop sign.

Inquiries from the Community:  Had complaints of hazardous drivers, especially around the blind corners. Realtor contacted with question on fencing. The fence must face outside your yard and may be built on the property, with a maximum height of 6 feet. Asked about website needed to be updated. Clerk will do research. Had a complaint of dogs on the loose. Please keep dogs under control. You may contact animal rescue league in Newton or Jasper County Sheriff about any stray animals.

Approval of Minutes: Schultz moved to approve the amended minutes of the April 8, 2019, meeting correcting the second of the treasurer’s report to Griffith, rather than Morrison. Smith seconded.  Ayes: All.

Treasurer’s Report:  Smith moved to approve the April report as submitted. Morrison seconded. Ayes:  All.

Mayor’s Opening Address and Report:  Successful Easter Egg hunt with a good turnout and weather. Garage Sales – had three. Unfortunately, the Pennysaver did not post the submitted ad. Apologies for this inconvenience. Had a strange vehicle on the dam recently with no one in sight. Please keep an eye out for people trespassing or parked in dangerous spots. Just report to the non-emergency Jasper County Sheriff.  Please remember to clean up after your animals when walking them.

Old Business

Culvert repair and curbing schedule: Will be here on Wednesday to start curbing and will complete the culvert job at the time. There is a phone line buried deep along the west side of Eagle Drive, so hope that won’t interfere.  Had a question about leaving a space for the new driveway on Fore Seasons Drive.  They have allowed for this. Will do the west side first.

City cleanup:  Andy Heishman is going to replace the stop sign with a new galvanized stake. Will check on the price of replacing the other stop sign so they match.  Dumpsters have been utilized well. Please remember that electronics, like TVs, should not be placed in dumpsters. Clerk will post a sign on the dumpsters. In the future, dumpster days and garage sale day will permanently happen on the first weekend of May.

Lake treatment: Mayor Smith has ordered eight bags of treatment, enough for both spring and fall. Will pick up tomorrow and will need someone to spread in the lake. Will talk to possible volunteers.

Speed bump installation: Mayor Smith displayed a sample of the new speed bumps. Will install one set on the center of the curb between Heishmans and Thompsons. Another speed bump will be placed toward the end of Fore Seasons Drive near Hopkeys.  Another one will be placed on Eagle Drive, just past Shoreline Drive, and another across the dam.  Mayor Smith will place the speed bumps around this weekend.

Wildflower maintenance: Griffith laminated a copy of the maintenance of the dam seeding to keep at the maintenance building. Will need to mow when it gets to knee height, need to mow to 12 inches.

Muskrat control: Contacted a few people who were too busy. Griffith contacted Curt Strawser who will get back to her. She will follow up. May want to look into colony traps. Andy will provide info on these type of traps.

Landscaping entrance:  Griffith would like to paint the bus shed and sign by the main entrance.  She also talked to Minners about landscaping near the stop sign. They were OK.  Andy Heishman will donate fabric. Griffith will pick up paint and hopes to have plants donated. Hoping to have done before June meeting.

City land near hole #14: There is a strip of city property between the homeowner and golf course. It is not currently being maintained.  Griffith will contact the golf course to see if they are interested in purchasing the property for a nominal fee.

Culverts: Need to put dates on bids from Griffith for culvert repair that were not completed in 2018 to see if he is able to complete the remaining culvert projects. Will check with Chuck.

Dam posts: Andy Heishman will bring a sample of the 8’ brown posts he has to be used.

 New Business

Gol course liquor license renewal: Schultz made a motion to renew the Oakland Acres Golf Club’s liquor license, as requested. Smith seconded. Ayes: All.

Possible change in June meeting time: Will keep date the same.

Maintenance Position: Will post an ad for a part-time maintenance position on Facebook, website and newspaper. Deadline for applications: June 3. Review apps at June meeting.

City Clerk position: Will post along with maintenance position. Deadline for applications: June 28. Review at July meeting. Hold interviews in August.

Council Report:  None.

Clerk Report:  Received a resignation email from Heath Collett today.  Need to find another candidate to fill the open position through the end of the year. Will ask him for a formal resignation letter, with a specific date he will go off the council. We will have 30 days after his official last day. Council will attempt to think of possible candidates before next meeting.

Maintenance report: None.
