7:00 p.m. Monday, November 10, 2014

Call Meeting to Order:  Mayor ProTem Ted Schultz called the council meeting to order at 7:00 p.m.

Roll Call:  Barb Arthur, Roger Fisher, and Ted Schultz were present. Lennie arrived at 7:03. Halblom arrived at 7:10.  Weaver arrived at 7:25. Absent:  None
Also present:  Lori Smith, city clerk

Inquiries from the Community:  None.

Approval of Minutes:  Arthur  moved to approve the minutes of the October 13, 2014, meeting.  Fisher seconded.  Ayes:  All.

Treasurer’s Report:  Schultz moved to approve the October report as submitted. Arthur seconded. Ayes:  All.

Payment of Bills:  Schultz moved to approve payment of the bills.  Arthur seconded.  Ayes:  All.

Mayor’s Opening Address and Report:  None

Old Business

Property Line/Abstracts:  Haven't had a chance to research.  Will table until next month.

Newsletter:  Will send out a new one in December.  Include holiday happenings and road update.

Road Repair Updates:   Finally reached Cessford concerning road repairs.  They will not be able to complete repairs until Spring.  The city will look into getting alternate bids over the winter, including an additional road repair project. Smith recommended asking the Planning and Zoning committee to review what the next project would entail, and bring a recommendation to the January council meeting.  Clerk will contact the Iowa League of Cities for possible road repair contacts, and send a letter to all affected citizens.  Fisher made a motion to pursue bids on the street repairs with a deadline of March 1, 2015.  Schultz seconded.  Ayes:  All.

Halloween Celebration: Went well, with approximately 20 kids plus adults, in attendance..  Photos have been posted on Facebook. 

New Business

Close meeting and start public hearing.

Hearing on Chapter 22 of City Ordinances:  Fisher made a motion to open the public hearing on Chapter 22 of the Ordinances.  Schultz seconded.   The new chapter was reviewed by all.  Schultz moved to close the meeting.  Halblom seconded.  Ayes.  All.

Close public hearing and resume regular meeting.

Annual Financial Report Review:  Reviewed the FY2014 Annual Financial Report.  Fisher made a motion to approve.  Arthur seconded.  Ayes:  All.

Christmas Party:   Reviewed possible dates for the City Holiday Party.  Citizens will be encouraged to bring snacks to share.  Smith will check with the Clubhouse about possible dates for a Sunday afternoon from 2-4 p.m. to close the facility in this order of preference: Dec. 14, 7th and 21st. (The party will be held on Sunday, December 21, at the Oakland Acres Club House.) Arthur made a motion to budget up to $150 for the party.  Fisher seconded.  Ayes:  All

Jasper Co. EMS Hazard Mitigation Meeting: Received information on Ebola risks in Iowa, with 14 possible cases in Iowa, but none in Jasper County.  Also reviewed mitigation plan outlining funds for repairing damaged areas, and a public survey.  There is a $25 match for completing this survey.  All citizens are encouraged to complete.  Will include this information in the upcoming newsletter.

ECIC Meeting - 11/13/14: Schultz and Smith expressed an interest in attending the meeting in Grinnell.  Halblom made a motion to pay $30 for them to attend.  Fisher seconded. Ayes:  All.

Public Hearing:  Schultz made a motion to set up a Final hearing about Chapter 22 before the city council meeting at 7 p.m. on December 8.  Fisher seconded.  Ayes:  All.   

Council Report:  None.

Clerk Report:  The clerk recommended depositing the $100 in petty cash into the checking account in order to received interest.  She also updated the councils on donations to Parks and Rec fund, and asked them to inform her if they would not be attending the December meeting.

Maintenance Report:  Need to replace mower on tractor with bucket and blade.  Want to get more gravel on Fore Seasons Drive by the golf course.  Will also try to fill in some of the potholes at the end of Fore Seasons Drive soon.  Will have a list of upcoming projects for next year by next meeting.

Adjournment:  Fisher moved to adjourn the meeting at  7:55  p.m.  Schultz seconded.  Ayes:  All.

The next regular meeting of the Oakland Acres City Council is scheduled on Monday, December 8, 2014 at 7:00 p.m. at the Oakland Acres Maintenance Building.
