OAKLAND ACRES CITY COUNCIL MEETING MINUTES

7:00 p.m. Monday, November 14, 2016

Oakland Acres Maintenance Building

 

Call Meeting to Order:  Mayor Lennie Smith called the council meeting to order at 7:00 p.m.

Roll Call:  Ted Schultz. Terry Morrison, Doug Weaver, Don Smith and Heath Collett. Absent: None.
Also present: Larry Crady, Tom Simpson and Lori Smith, city clerk.

Inquiries from the Community: Ha a concern about a shed being too close to a property line.  Portable sheds once off skids, even on blocks, it is no longer considered portable, and must be located five feet from the property line. It must also have a safe and adequate foundation. The landowner will be notified of this infraction by our lawyer.  Also there was a question on who would provide mowing and maintenance on the pathway.  Tom Simpson is willing to continue mowing the south side of the path, as he has in the past.  As thanks, the city will allow him to park his trailer off the path. Working on a permanent easement with the golf course concerning the path  Am working on a document with the golf course's lawyer. .

Also had an objection concerning purchasing a full-time aerator for the lake.  There is a worry about increasing our geese population.  We need to create a comprehensive plan for revitalizing our lake, including a budget to back it up.  Don Smith made a motion to table the discussion, allowing for a special meeting to discuss the possibilities.  Larry Crady offered to contact the ISU Extension office to see if anyone can present options for preserving the lake.  Collett seconded the motion.  Ayes:  All.

Approval of Minutes:  Schultz moved to approve the minutes of the October 10, 2016, meeting. Smith seconded.  Ayes: All.

Treasurer’s Report:  Collett moved to approve the October report as submitted. Weaver seconded. Ayes:  All.

Mayor’s Opening Address and Report: Beggar's Night was a success, but Pumpkin Decorating Contest had a disappointing turnout.  Will return to a party next year.

Old Business

Ordinances and Issues:  Reviewed positive outcome of property dispute court case, which lasted two days.  We need to contact all property owners who are not following our city ordinances, and do so fairly.  The council will review properties and letters will be sent.

ICAP Safety Grant: Our insurance carrier is offering grants up to $1,000 for safety community projects. Application must be submitted before 12/31/16. Clerk will work upa  list, along with estimated costs before December meeting.

Potential Budget Item for FY18:  Need to lay out a plan for road construction projects for upcoming years.

Holiday Parties:  Potluck on December 4 from 2-4 p.m. at the Clubhouse. Clerk will send out a postcard invite to all residents.

New Business

Lake Prservation:  .See discussion above in Inquires from the Community.

Annual Financial Report:   Weaver made a motion to accept the 2016 Annual Financial Report as presented. Morrison seconded.  Ayes:  All.  Clerk will post the report and submit to the state.

Council Report:  Schultz went to the Grinnell Ambulance meeting.  Business as usual.

Clerk Report:   Will send out a postcard reminder for the holiday party.

Maintenance Report:  Maintenance work will continue with Lennie through the winter, until spring mowing begins, when Matt Innis will take over, with Lennie as a backup. Daryl Huyser cleaned up the bushes and does extra mowing.  Special thanks for the assistance in keeping the community beautiful.  Had a request to have a barrel of sand on the corner by Fenners on Fore Seasons Drive.  Will look into this soon, with a lid to keep the sand dry..

Adjournment: Schultz moved to adjourn the meeting at 8:20 p.m.  Collett seconded.  Ayes:  All.
