Call Meeting to Order:  Mayor Lennie Smith called the council meeting to order at 7:00 p.m.

Roll Call:  Ted Schultz, Doug Weaver, Don Smith and Terry Morrison. Absent: Heath Collett.
Also present: Lori Smith, city clerk.

Inquiries from the Community:  Complaints about fireworks just outside of the city limits. Referred to the sheriff's office. Discussed real estate sales and rentals in the community. Please introduce yourself to our new neighbors.

Approval of Minutes: Morrison moved to approve the minutes of the October 9, 2017, meeting. Smith seconded. Ayes: All. Schultz moved to approve the minutes of the October 19, 2017, meeting. Weaver seconded.  Ayes: All.

Treasurer’s Report:  Smith moved to approve the October report as submitted. Schultz seconded. Ayes:  All.

Payment of Bills:  Morrison moved to approve payment of the bills as submitted. Schultz seconded.  Ayes:  All.

Mayor’s Opening Address and Report:  Agenda for next term includes road upgrades.

Old Business

Posts Along Dam:  All materials are here and ready to set up the new posts along the north side of the dam, which will need to be postponed until spring. Discussed the need to rely on paid workers vs. volunteers to complete projects in the community, or to schedule a specific work day to complete pending projects. Morrison will contact someone to take down some dead trees along the golf course. Will check with local farmers about using equipment to complete project.

Holiday plans: Potluck will be held at the OA Clubhouse on Sunday, December 3, from 2-4 p.m.  Please plan to attend and bring a snack to share. Clerk will send out invite reminders next week.

ICAP Safety Grant: Has been submitted and will scan receipts to complete application.

Culvert repair: Need to repair the culvert areas near Colletts and Strawsers on Shoreline Drive. Will have some rip-wrap and concrete, with a tube to cut down on washed away areas. Will need to section off the area to avoid falls.  Have not received a bid as of yet for repair for next spring.

Potential budget items for FY18:  Need to budget for copper sulfate for the lake, road repair, electricity at the park, and more replacement posts for the dam. Also looking into the cost of resurfacing and crack filling our roads.

New Business

Annual Financial Report approval: Schultz made a motion to accept Resolution 2018-2 to accept the 2017 Annual Financial Report. Weaver seconded. Ayes: All.

2017 Election Results: Mayor Lennie Smith was re-elected to serve a two-year term.  Council members Don Smith and Heath Collett were re-elected. Lisa Griffith was elected to fill the two-year term as council member. Mayor will contact Lisa to ensure she accepts the position.

Parcel dedication for public use: Weaver made a motion to approve Resolution 2018-3 to dedicate and convey parcel numbers 10.22.302.018 and 10.22.355.010 for public roadway and other public purposes. Don Smith seconded. Ayes: All. Clerk will work to record the resolution with the county auditor.

Council Report:  None.

Clerk Report:  Just received the results from the city audit. Will send to the council before the December meeting, and will review at that time.

Maintenance Report:  Will put up lights in the park this weekend.

Adjournment: Schultz moved to adjourn the meeting at 7:40 p.m. Smith seconded. Ayes:  All.
