Call Meeting to Order:  Mayor Lennie Smith called the council meeting to order at 7:00 p.m.

Roll Call:  Barb Arthur, Roger Fisher, Doug Weaver, Joyce Halblom and Ted Schultz were present.
Also present:  Lori Smith, city clerk and Carol Cerqua

Inquiries from the Community:  None.

Approval of Minutes:  Schultz moved to approve the minutes of the September 8, 2014, meeting.  Fisher seconded.  Ayes:  All.

Treasurer’s Report: Fisher moved to approve the September report as submitted. Weaver seconded. Ayes:  All.

Payment of Bills:  Halblom moved to approve payment of the bills.  Schultz seconded.  Ayes:  All.

Mayor’s Opening Address and Report:  None

Old Business

Iowa League Conference:  Very informative meetings. Learned about alternative and sustainable energy, new legislative items, grant information, and financial audit process,

Ordinance Review/Update:   Reviewed changes to Chapter 22 of city ordinances.  Fisher made a motion to accept the amended ordinance as presented, and hold a public hearing at 7 p.m. on Monday, November 10. Weaver seconded. Carol volunteered to serve on the newly termed Park and Recreational Area Commission.

Reviewed the 2014 Legislative changes, and how it affects our ordinances.  Fisher made a motion to have the ordinances dealing with HF 2366 and SF2310 updated, for a total of $450 to Iowa Codification.  Schultz seconded.  Ayes:  All.

Road Repair Update:. The Mayor has contacted Cessford, and they have been delayed again, but they have promised to have it done by the end of October.  Discussion ensued whether the road could be patched for the winter and replacement held until Spring.  The consensus was that the road would not hold up to another winter.  We will continue to monitor and push for a firm date and check on the weather requirements needed for repairs.                                                                                                                                              

FEMA Update:  FEMA determined that the monetary level of loss was not high enough to qualify for assistance.

Halloween Celebration:  Party set for Saturday, October 25, from 4:30 - 5:30 p.m. with Beggar's Night to follow from 6 - 8 p.m.

Fish Stock for Oak Lake: Due to higher risk of winter kill of fish, it was decided to wait until early Spring. This was the recommendation from the fish hatchery.

New Business

Property Line/Abstracts:  Discussed the issue of the alleyway between Oakland Drive and the golf course.  Discussed the need for a professional surveyor.  The mayor will contact the parties involved.  The Mayor discussed the need for an official abstract/platted map to show property lines within the community.  Need to research the cost of obtaining this information.  Will report back at November meeting.

Newsletter:  Council reviewed the newsletter and approved it to be sent out this week.

Culvert Repair:   Discussed possibilities of fixing the culvert area on Fore Seasons Drive to eliminate the washed out area and flooding.  Mayor will contact Earthworks to get a ballpark figure on what the cost would be. 

Council Report:  None.

Clerk Report:  Will complete the Annual Financial Report before the November meeting.

Maintenance Report:  Siren update - Lennie should have a lift next week, so hopefully the siren can be repaired at that time.  Appreciates people who stop or slow down while he is mowing, and plans to do some tree trimming, if weather cooperates.  Please pick up after yourself when in the park.

Adjournment:  Schultz moved to adjourn the meeting at  8:15  p.m.  Halblom seconded.  Ayes:  All.

The next regular meeting of the Oakland Acres City Council is scheduled on Monday, November 10, 2014 at 7:00 p.m. at the Oakland Acres Maintenance Building.
