Call Meeting to Order: Mayor Lennie Smith called the council
meeting to order at 7:00 p.m.
Roll Call: Ted Schultz. Terry
Morrison, Doug Weaver, Heath Collett and Don Smith. Absent: None.
Also present: Lori Smith, city clerk.
Inquiries from the Community: None
Approval of Minutes:
Schultz moved to approve the minutes of the September
19, 2016, meeting. Smith seconded. Ayes:
All.
Treasurer’s Report:
Weaver
moved to approve the September report as submitted. Collett seconded.

Payment of Bills: Weaver moved to approve payment of the bills

Mayor’s Opening
Address and Report: Had
a request for an interview for a high school government project. Also talked to Matt Innis
to gauge interest in taking over as main city maintenance person, with Lennie
as backup. Schultz made a motion to
offer this position to Matt as soon as we are able to add him to the Workers'
Compensation insurance. Weaver seconded.
Ayes: All.
Old Business
Ordinances and Issues: Discussed the possibility of reviewing
and possibly revising some city ordinances.
The clerk will print out the nuisance section of the ordinances for the
council to review at the next meeting.
Also discussed the upcoming legal procedure and options.
County
Hazard Mitigation Plan: Sent resolution
to Jasper County to ratify plan.
Street Financial Report: Submitted online to the state.
Holiday Parties: Mayor Smith will double check with the
clubhouse on the final Christmas Party date (Dec. 4 or 11).
New Business
Annual
Financial Report: Is due December
1, 2016. Clerk will have a copy for the
council to review at the November meeting.
ECIC
Meeting: The next meeting
is November 10 at Montana Mike's in Newton. These are a good way to meet other
council members from other communities.
No interest in attending.
ICAP
Safety Grant: Our
insurance carrier is offering grants up to $1,000 for safety community projects. Application must be submitted before
12/31/16. Will review options at next
month's meeting.
Potential
Budget Item for FY18: We need to save money to replenish city funds as
much as needed. Possible items: tractor tires, aerator for the lake, road
projects, etc. Need to establish a
long-term road funding plan.
Council
Report: Schultz will attend the
meeting in Grinnell regarding Midwest Ambulance.
Clerk Report: Newsletters have been sent out and I will be
working on the Annual Financial Report to have ready by the November meeting.
Maintenance Report:
Been
mowing, trimming trees and burning brush.
Will work with Matt on the specifics of the position. Please watch for workers when driving.
