7:00 p.m. Monday, October 14, 2019

Call Meeting to Order:  Mayor Pro-Tem Ted Schultz called the council meeting to order at 7:00 p.m.

Roll Call:  Clint Follette, Terry Morrison, Lisa Griffith, and Ted Schultz. Absent: Don Smith.
Also present: Bill Schulte, Ashley Stock, city clerk.  

Inquiries from the Community: 

Wanted to know the last time the City considered getting new playground equipment.  It has been quite a few years ago, will keep eyes out for any grants that are out there as it isn’t in the budget.

Approval of Minutes: Follette moved to approve the minutes of the September 9, 2019 meeting. Morrison seconded.  Ayes: All.

Treasurer’s Report:  Morrison moved to approve the September report as submitted. Griffith seconded. Ayes:  All.

Payment of Bills: Morrison moved to approve payment of the following bills as submitted. Schultz seconded.  Ayes:  All.

Mayor’s Opening Address and Report:  Nothing

Old Business

Lombard Culvert: Too wet to get in there right now, Griffith and Lombard are in contact and will get it finished.

Speed Bumps:   Need to get them pulled before a snow happens.  Bill will pull those up and filling the holes this week.

Snow removal bids: Extended offer to Devig, Inc and they accepted.

2019 Election: November 5th is election date, we encourage anyone that wishes to be written in to spread the word and let it be known as we will have a couple of openings for the City Council Members and Mayor.

Posts on Dam: Have decided to pull the posts out and replace with boulders, need to decide how many/how far apart to position them.  Follette moved to approve Lisa to get boulders and get them placed on the dam, Morrison seconded. Ayes: All.  Lisa will list the PVC pipes and caps for sale or see if we can return, Morrison moved to approve Lisa selling/returning them, Follette seconded. Ayes: All

Street Signs: 9 different posts and 13 different signs, Ted will research new signs and some pricing and will bring it to the November meeting.  

Burning the Dam: Lisa has contacted the fire department 3 times and she hasn’t heard back, but they need it to be dry and it has been wet.  Lisa will continue to reach out.

Mowing the Dam: Bill got the south side cut down.

New Business

Lake Treatment: Lisa has contacted Curt Strawser and he is waiting for it to warm up this week to get it done.

Maintenance Shed Roof:  Roof is leaking, need to get it taken care of as soon as possible.  Lisa will contact a couple of roofers to seal the exterior roof to get bids.    

Audit:  With a Mayor and City Clerk leaving the standard practice is to get an audit done.  State just completed an audit two years ago of the books.  No further action deemed necessary. 

Tornado Sirens: Didn’t go off a couple of weeks ago with the storms, Ted will contact the Jasper County Emergency Management to look at it.

Council Report: 

Muskrat season opens up in two weeks, and Lisa is going to meet with the guy as he still plans to trap them around Daryl and Joyce’s residence.

Lisa to put up signs on the entrances to encourage trick or treaters and City Clerk will put flyer on the boards with date and time (October 26th from 6-8).

Wood signs are starting to rot, we can combine that project with the new city signs in the spring.

In January create a calendar with standard items – speed bumps, garage sale days, street reports, budget, snow removal bid, holiday.

Clerk Report:  

Nothing to report

Maintenance report: Bill has taken over mowing this past month, did the weeds at the dam, painting of the roads with the Slow, Yield signs.
