Call Meeting to Order:  Mayor Lennie Smith called the council meeting to order at 7:00 p.m.

Roll Call:  Barb Arthur, Roger Fisher and Ted Schultz were present. Doug Weaver arrived at 7:20.   Absent:  Joyce Halblom
Also present:  Lori Smith, city clerk

Inquiries from the Community:  Questions on road repair timeline.

Approval of Minutes:  Fisher moved to approve the minutes of the August 11, 2014, meeting.  Arthur seconded.  Ayes:  All.

Treasurer’s Report: Schultz moved to approve the August report as submitted. Arthur seconded. Ayes:  All.

Payment of Bills:  Fisher moved to approve payment of the bills.  Schultz seconded.  Ayes:  All.

Mayor’s Opening Address and Report:  Noted many citizens who volunteer their time to help to make the community better.  Would like to include a thank you in the next quarterly newsletter.  Also a reminder that golf carts should have a licensed driver in the cart.  Also welcomed new residents Lahns, Pfennigs and D J Beck.  Also have had a problem with a dog attacking another dog while walking by on the road.  Citizen will make a statement.

Old Business

Iowa League Conference:  Set for September 24-26 in Council Bluffs.  The mayor and clerk will both attend.

Siren Update:  Still waiting on repairs.

Ordinance Review:   The mayor suggested that we change Ordinance 2013-001 from Parks Commission to Parks and Lake Commission.  Also add an addendum to add grant (H), and include lake in the letter C section.  Will revamp the Ordinance  and bring to October's meeting and hold a hearing in November.

Road Repair Update: They are very far behind, due to the weather.  Currently, it is tentatively scheduled for some time in October.  Have had a couple residents contact Cessford concerning driveway repairs.    

Easement and ownership to golf course:  The original owner of the home was contacted and he stated that the gravel driveway does not belong with the house.  Will draft a letter to the homeowner after additional follow-up to alleviate any misunderstandings. 

New Business

ECIC Meeting: Meeting discussed possible grant opportunities, with a due date of August 15.  Grant possibilities include partial funding for lake dredging, shoreline management, park restrooms and lighting, walking and biking trails.  The Mayor will follow up with Jasper County Soil & Water concerning dredging the lake, and will follow up with grant applications as needed.

Ordinances Review: Tabled until next month.

FEMA Report:  Sent in a request form, and am waiting for a response on possible mitigation for the culvert on Fore Seasons Drive.

Snow removal:  Talked to the current snow removal contractor, and they said that they would need to increase their rates from $75/hour for snow removal to $95/hour.  Sand and salt costs would remain the same.  Fisher made a motion to continue to utilize our current provider, with the new cost.  Arthur seconded.  Ayes:  All.

Halloween:  Fisher made a motion to spend up to $150 to hold a Halloween Party in the Park on Saturday, October 25, from 4:30 - 5:30 p.m., with trick or treating to follow.  Will ask for volunteers to assist with planning.  Schultz seconded.  Ayes:  All.

Fish Stock in Oak Lake:  Checked with Theissen's and North Star Fish Hatchery about the cost to restock our 3-acre lake.  North Star quotes a price at approximately $450 for an assortment of crappie, bass, grass carp and hybrid blue gills.  Talked about the possibility of asking for donations to help defray the costs - perhaps in the newsletter.  Schultz made a motion to pay up to $500 to restock the lake from North Star Hatchery.  Seconded by Arthur.  Ayes:  All.

Street Financial Report:  Fisher made a motion to accept the Street Financial Report as presented, with Resolution 15-002.  Weaver seconded.  Ayes.  All.

Council Report:  None.

Clerk Report:  Reviewed the 2014 legislative changes.  Will check to see if our ordinances need to be updated.  Clerk will research and report at October meeting

Maintenance Report:  Trimmed trees at the park.  Still need to trim a few more trees there, and along Oakridge Drive and Shoreline & Eagle Drive.  May want to get an estimate of waterproofing the roof of the maintenance building.  May need to rent a tree shredder to make mulch when the weather cooperates. 

Adjournment:  Fisher moved to adjourn the meeting at  8:10  p.m.  Weaver seconded.  Ayes:  All.

The next regular meeting of the Oakland Acres City Council is scheduled on Monday, October 13, 2014 at 7:00 p.m. at the Oakland Acres Maintenance Building.
