7:00 p.m. Monday, September 11, 2017

Call Meeting to Order:  Mayor Lennie Smith called the council meeting to order at 7:00 p.m.

Roll Call:  Ted Schultz, Heath Collett, Doug Weaver, and Terry Morrison.  Absent: Don Smith
Also present: Andy Heishman and Lori Smith, city clerk.

Inquiries from the Community:  Reminder that residents are required to stop at all posted stop signs. North traffic from Fore Seasons Drive is not required to stop.

Approval of Minutes: Schultz moved to approve the minutes of the August 14, 2017, meeting. Collett seconded.  Ayes: All.

Treasurer’s Report:  Collett moved to approve the August report as submitted. Weaver seconded. Ayes:  All.

Payment of Bills:  Weaver moved to approve payment of the bills as submitted. Schultz seconded.  Ayes:  All.

Mayor’s Opening Address and Report:  May want to look at getting bids for widening Fore Seasons Drive and fixing washed out areas with stone, etc. for the 2018-19 budget. Mayor Smith will contact sources to get bids. Also will be stepping down as Mayor at the end of the year. Would be interested in perhaps being a volunteer Maintenance Manager to assist with maintenance issues.

Old Business

Ordinances and Issues: There have been fewer incidents of dogs running loose in the community.

Posts Along Dam:  We have received the post, caps and reflective tape to set up the new posts along the dam.

2017 Election: Doug Weaver and Don Smith's city council terms will expire at the end of 2017. Weaver said that he would not be running for re-election. The mayor position will also be up for election. Nomination papers are available on the state auditor's website, https://sos.iowa/gov/elections and need to be submitted no later than September 21. A guide for candidates may be downloaded from https://sos.iowa.gov/elections/pdf/electioninfo/citycndgde.pdf.  Heath Collett's term, since appointed, will also be on the ballot, with the term ending in 2019.

Snow removal bids:  Andy Heishman was the only person to submit a snow removal bid.  Collett made a motion to accept the bid and Schultz seconded. Ayes:  All.

Lake Maintenance: Copper sulfate (500 lb. bags) are available to use spring and fall, at approximately $700 per year until algae is under control. If used properly, will not cause fish kill. Will need to spread via boat. Will look into proper application and people willing to apply. Plan to look into application in spring 2018.  Will discuss further at October meeting.

New Business

Newsletter: Will send out this week. 

Halloween party/Trick or treating:  Halloween party and trick or treating will be set for Saturday, October 28.  Weaver made a motion to spend up to $150 for the party. Schultz seconded.  Ayes: All.

Street Financial Report: The city clerk presented the 2017 Street Financial Report. Schultz made a motion to accept the Street Financial Report as presented. Collett seconded. Ayes:  All.

Holiday plans:  Will hold the holiday party at the clubhouse on December 3, with a alternate date on December 10.

Grinnell Ambulance meeting:  Contract renewal at the Grinnell Fire Station at noon on Thursday, September 28.  Mayor Smith will plan to attend.

Council Report:  None.

Clerk Report:  Working on Street Financial Report and hope to have the Annual Financial Report complete before October meeting. Also a reminder that the clerk will be stepping down in March, after the budget is completed.  She will help train the replacement. 

Maintenance Report:  Still planning to cut down dead trees near Viravong's property near the golf course and replacing knocked down signs and adding yield signs. Matt is doing well on keeping up with mowing. Also, people need to contact Mayor Smith concerning snow removal issues.

Adjournment: Schultz moved to adjourn the meeting at 7:54 p.m. Morrison seconded. Ayes:  All.
