CITY COUNCIL MEETING MINUTES

Maintenance Building
Call Meeting to Order: Mayor Lennie Smith called the council
meeting to order at 7:07 p.m.
Roll Call: Ted Schultz, Heath
Collett and Lisa Griffith. Absent: Don Smith and Terry Morrison.
Also present: Lori Smith, city clerk.
Inquiries from the Community: Had question about bumper strips. Have
had dirt washed away by culvert near Kochs. May need
to fill in with dirt now and look at repairing next year.
Approval of Minutes: Schultz moved to approve the minutes of the August
13, 2018, meeting. Collett seconded.
Ayes: All.
Treasurer’s Report:
Collett
moved to approve the July report as submitted. Schultz seconded. Ayes: All.

Mayor’s Opening
Address and Report: None.
Old Business
Fore Seasons Dr curbing: Griffith talked with Steve Rhoads with Jasper
Construction. We are on their schedule and they plan to start this on October
1. Street is currently 15 feet wide. Will increase cement on two feet on each
side, plus six inches on each side. Planning to install curbing from existing
curbing at top of Fore Seasons Drive to culvert at
the bottom of the hill. Rhoads volunteered to meet with us, if needed, late
afternoons or Saturday morning. It was decided that additional information was
not needed. Project will commence.
Community
letter on ordinances: No group
letter is needed. May need to set up a personal visit with offending citizens
about yards. Mayor Smith will contact. There is no specific ordinance on the
height of the trees over roadways, but the city may want to set up a yearly
professional tree trimming throughout the community. Will try to set this up
yet this fall. Collett will contact 2-3 tree trimmers to get a quote.
Muskrats:
Cowgers do not want to
trap the muskrats, due to possible liability. Will look at other options for
trapping.
Stump
Removal: Still
planning to remove the stumps. Tried last week, but couldn't complete due to
the weather.
Speed
bumps: Reviewed
some options for additional speed bumps. Will wait to add more until next
spring. For now, we will put barricades on the sides of the roads to prevent
people from driving around the strips.
Vandalism: Mayor
Smith brought up the idea of installing motion sensor cameras to deter crime,
and post a sign saying a camera is in use. Will also look into removing spray paint from
the asphalt roads.
Culverts and tiling repair: Cowger has the
tiling project completed by dam. Will follow up with Chuck Griffith on time
frame for culvert repairs.
New Business
Street Financial Report: Resolution 19-2: Motion carried and accepted.
Halloween Celebration/Trick or Treating: Saturday,
October 27. trick or treating from 6-8 p.m. No separate afternoon party. Will
promote more in the community with newsletters and posters, Facebook,
etc..
Newsletter: Send out end of September, with notice of roadwork, speed bumps, and holiday dates.
Holiday Party Date: Collett made a
motion to hold a city-wide holiday party at the clubhouse at Sunday, December
9, from 2-4 p.m. and spend up to $150. Schultz seconded. Ayes: all. Griffith will contact the golf course. May
look at having a home lighting contest, and announce winners at party.
Council
Report: None.
Clerk Report: Received checks for building permits from last
two builds.
Maintenance report: Matt cleaned up
the maintenance building area. Mayor Smith will remove the lumber pile. He will
need to mow the new seeding on dam about 12" high. Also need to trim up
the area around the lake, to maintain access to the lake. Will pick up the
flat-bottomed boat near dam and move into storage until claimed. Also need to do fall treatment of the lake,
with four bags of copper sulfate. Mayor Smith will pick up.
